Former mayor reminds dog
owners of poop and scoop bylaw

A former Seaforth mayor is a little
concerned this spring that his front yard
might be going to to dogs.
• "If I wanted my lawn fertilized, I'd go
and buy fertilizer," Sinnamon said. "If I
wanted a dog to use it for a washroom,
I'd buy a dog," said John Sinnamon.
The Main Street North residident said
that after he stepped on dog poop twice
while raking his front lawn this spring,
he decided to do something about the
problem.
"I was fed up with that," Sinnamon
said. "If you're going to own a dog you
have to look after it."
Almost two months ago, Sinnamon
phoned the municipal office and asked
if there was a sign he could post on his
front yard informing dog owners about
the poop and scoop bylaw.
Ever since moving to his house on
Main Street North three years ago,
Sinnamon said that he has noticed a lot
of people just letting their dogs use his
front lawn as a washroom for their dog.
"I don't mind a dog going, as long as
they (the owners) clean it up," he said.
Last summer, Sinnamon said a
teenage boy driving a lawn tractor and
holding a leash as a dog trailed behind,
passed his property.
The dog stopped and "let it go" on
Sinnamon's lawns and the boy
continued driving down the sidewalk.
When Sinnamon asked if the boy was
going to clean up after the dog, the boy
said it wasn't his dog and drove off.
"I just think people have to be
responsible if they have a dog and they
are out walking it in public," Sinnamon
said.
In his old house, located two doors
down on a side street, Sinnamon said
that he never had to deal with dog feces
on his lawn.

McLachlan explained in a phone

interview that the poop and
is hard to enforce.
"If somebody could come in and
could identify the person (involved), we
probably would lay a charge,"
McLachlan said.
The bylaw requires dog owners to
remove excrement left by their dog
anywhere in Huron East. According to
the bylaw, failure to do so could result
in a charge under the Provincial
Offences Acts and a $50 administration

McLachlan said that signs are
available to people concerned about dog
waste being left in their yards.
Since Sinnamon posted the sign on his
front lawn six weeks ago, he said that he
hasn't had to deal with any dog poop on
his property.
"On my property it's stopped,"
Sinnamon said. "I've noticed a lot of
people walking their dogs and carrying
a bag with them."
Council receives funding requests

mused over how to spend an
extra $881,000 in provincial
funding, a line-up of
unbudgeted requests for
funding appeared at last
Tuesday's meeting.
Funding requests from the
Hensall Cemetery Board to
replace old monuments and
from the Ethel minor ball
association for. new
playground equipment were
met with caution by
councillors.
"We have not made any
-provisions for this in our
budget," said Grey Coun.
Mark Beaven in response to
a request for $2,000 from
the Hensall Cemetery Board.

said 25 monuments are in
need of repair since "a
significant number could
pose a risk" of falling over.
"We feel we have to do
something or we'll be liable
if anyone gets hurt You can
take and rock them (the
monuments) quite easily,"
he said.
Bell said Huron East,
South Huron and Bluewater
will all be asked to fund the
$6,000 project.
McKillop Coun. Sharon
McClure worried about
similar requests coming
from the other 11 cemeteries
in Huron East and whether
council needed to set a limit
about how much it would
fund each one. •
But, Tuckersmith Bill
DeJong chided council for
being "chinzy" with kg
money.
"I think we're being very
cheap when it comes to
people who have lived in
our community and passed
away."
Council decided to fund
up to $2,000 for the Hensall
cemetery.
A delegation from Grey
asking for help with a
515.000 playground
structure was asked to apply
for Trillium funding or to
approach local service clubs
before being loaned the full
amount interest-free with a
three-year payback period.
Seaforth Coun. Joe
Steffler urged the organizers
to apply for Trillium funding
saying "there money bigtime
for children's equipment. I'd
he surprised if you didn't get
at least $5,000."
Deputy -Mayor Bernie
MacLellan said he'd be in
favour of lending the money
but Grey Coun. Alvin
McLellan said that council
should contribute towards
the project since the ball
park is located on municipal
property.
"We should he making
some sort of commitment as
far as council goes," he said.
Organizer Brenda Boyer
said the group didn't want to
wait another year for
Trillium approval since the
playground equipment was
planned to he erected to
celebrate the park's 150th
anniversary.
