Gas company owner was worried when
crude oil price topped $57 USD a barrel

When the price of a barrel
of crude oil reached a record
high of $57 USD per barrel
earlier this month, the owner
of St. Marys' Hammond
Fuels said he was a little
worried.
"When it hit that 57, that
was kind of scary," said Rick
Hammond, whose company
owns Seaforth Shell.
Recently, gas prices in
Ontario reached a record high
as prices in the area climbed
above 90 cents a litre.
Hammond Fuels supplies
all types of fuels to a variety
of dealers and distributors
across Ontario.
Hammond admits that the
high gas prices have been
hitting him in the wallet as
well when he goes to fill up
his old SUV.
"It's $100 bucks when I
pull up to the pumps,"
Hammond said. "I have to
pay for that just like
everybody else."
Some of the factors driving
up the world's gas prices,
Hammond said, include the
extra global demand for
gasoline and high amounts of
taxes from governments.
"They pay a lot of taxes,"
he said. "If they make $1
billion, they're paying a lot
of federal and provincial

Two teachers, a principal
and an administrative
employee received
recognition from the Huron -
Perth Catholic District
School Board on Monday,
April 25, for their
contributions to a province -
wide initiative aimed at
boosting student
achievement.
Education superintendent
Martha Dutrizac explained to
trustees at a regular meeting
that the four women have all
served with the Education
Foundations Program.
As part of the two-year-old
program, potential
"provincial trainers" are
nominated by each school
board, with some selected to
join teams of leaders for
teacher professional
development sessions.
Selected from the Huron -
Perth board were: Ann
Sutton, principal at St.
Columban and St. Patrick's
(Dublin) elementary schools;
Linda Kistner, a teacher at
St. Patrick's (Dublin); Cathy
Buchanan, a teacher at St.
Mary's (Listowel)
elementary school; and
Dawne Boersen, a
coordinator for curriculum
and communication at the
board's Dublin head office.
According to Dutrizac, the
Education Foundations
Program "is focused on
building capacity in literacy
and numeracy in Junior
Kindergarten to Grade 6,"
with a goal of "improv(ing)
student learning such that 75
per centof students across
the province will have
reached or exceeded the
provincial standard by 2008."
The education
superintendent, who played a
key role in helping Huron -
Perth Catholic become a lead
board in the London District
of the Ministry of Education -
led program, praised the
women for contributing to
"leadership at the provincial
level."

Since the price of crude oil
hit its record high of $57 per
barrel, the price of a barrel
has dropped down. to $50,
which Hammond said helps
the gas prices a bit.
Hammond said that when it
comes to the price of gas, a
certain amount of the cost is
fixed with federal and
provincial taxes.
As for this summer,
Hammond has no idea where
the price could be headed.
"It's very hard to make
predictions," he said.
To avoid paying a lot at the
pumps, Hammond said, the
only thing drivers can do is
drive more efficient cars or
not drive as much.
Hammond said that he has
been recently paying more
attention to reports about
which cars get the best
mileage.
In the future, Hammond
thinks car owners will think
about fuel efficiency before
they purchase a vehicle.
"When they go to look for
their next car, subconsciously
they are going to be saying is
it worth spending $10,000
more for this big boat,"
Hanunond said, adding a big
car might add $2,000 a year
to their gas bill.

BY THE CORPORATION OF THE
MUNICIPALITY OF HURON EAST
TAKE NOTICE that the Council of the Municipality of
Huron East passed By -Law No. 25 —2005 on the
19th day of April, 2005 under Section 34 of the
Planning Act, R.S.O. 1990.
AND TAKE NOTICE that any person or agency may
appeal to the Ontario Municipal Board in respect of
the By -Law by filing with the Clerk of the Municipality
of Huron East, not later than the 17th day of May
2005 a notice of appeal setting out the objection to the
by-law and the reasons in support of the objection,
accompanied by an Ontario Municipal Board fee of
$125.00.
Only individuals, corporations and public bodies may
appeal a zoning by-law to the Ontario Municipal
Board. A notice of appeal may not be filed by an
unincorporated association or group. However, a
notice of appeal may be filed in the name of an
individual who is a member of the association or the
group.
AN EXPLANATION of the purpose and effect of the
by-law, describing the lands to which the by-law
applies is provided below and a key map showing the

PURPOSE AND EFFECT
This proposed Zoning By-law Amendment affects Lot
27, Part lot 26, Part lots 55 to 57, R.P. 391, (subject to
easement and encroachment agreement), Seaforth
Ward, Municipality of Huron East.
It proposes to change the zoning from Core Area
Commercial (C4) to Core Area Commercial -Special
(C4-2) to permit in addition to the provisions of
Section 13.1 Core Area Commercial zone (C4): a
garden centre establishment and a farm produce
sales outlet with a residence. The special C4 zone
sets out policy for outdoor display areas, the dwelling
unit, and provides definitions for a garden centre and
a farm produce sales outlet. All other provisions of the
By-law shall apply. The subject property is located at
118 Main Street South, Seaforth and is 0.44 acres in
size with a lot frontage of 90 feet.
The new C4-2 zone text is as follows:
"C4-2 - In addition to the permitted uses of the C4
zone, the C4-2 zone permits a 'garden centre
establishment' and a 'farm produce sales outlet'
according to the following provisions:
Buildings and structures for the garden centre
establishment and farm produce sales outlet shall
be considered as main buildings.
The existing dwelling may be used in whole or in part
for residential or commercial purposes.
If dwelling units are combined with the commercial
use the following provisions apply:
- the dwelling unit(s) form part of the main
building and are located on the ground floor to
the rear or side of the interior Commercial use or
on a floor above the interior Commercial use;
the dwelling unit(s) are completely self-
contained and have access separate
from the commercial use and direct access to a
yard or street;
the minimum floor area per dwelling unit shall
be:
Bachelor Unit 37 sq. m
1 Bedroom Unit 55 sq. m
2 Bedroom Unit 65 sq. m
3 Bedroom Unit 84 sq. m
plus 9.3 sq. m. for each bedroom in excess of 3
Outdoor Display Areas
An outdoor display area shall be permitted to the front
and sides of the existing building provided:
- such outdoor display area is for merchandise
kept for sale on the premises;
such outdoor display area is set back a
minimum of 1 metre from the front lot
line;
such outdoor display area is set back from the
side yard line 1 metre except where
a fence is provided and the side yard shall then
be 0 metres;
such outdoor display area is kept in a neat and
attractive manner.
In the C4-2 zone the following definitions apply:
GARDEN CENTRE - shall mean the use of land,
buildings or structures for the purpose of selling
plants, shrubs and trees and includes the storage and
sale of products generally used for landscaping and
gardening purposes, excluding the sale of loose
bulk materials.
FARM PRODUCE SALES OUTLET - shall mean a
fruit, vegetable, and/or flower stand.
All other requirements of this by-law apply."

viewing at the Municipal office.
