His first EnerGuide evaluation showed a 39 per cent efficiency and recommended a new furnace with greater efficiency, insulation in the attic and basement and new windows. The Pryces decided to replace seven windows at the front of their house and replace their propane furnance with a higher efficiency model. They spent close to $9,000 to make those changes. "That brought us up to 56 per cent efficiency and I think that was pretty good," said Harold. The Pryces received a $835 REEP grant for the improved energy efficiency in their home, a little bit more than the average $719 grant given to most homeowners who participate in the program. The maximum grant under the program is $3,500. "The grant wasn't as lucrative as I thought it would be but people should still take advantage of it. You can't expect the program to pay for it all," said Harold. "I am concerned about one having the advantage over the other because they are not being taxed at the same rate," said MacLellan. Clerk -Administrator Jack McLachlan said the property has only been assessed for commercial use since last year when the complaint was brought to the municipality. Since then, it's been assessed at a rate of $6,000 for the commercial use of the front lawn. Under the site plan agreement, Papple's is required to offer 10 parking spaces for its 4,000 square foot retail area. Tyler Papple showed parking spots on his site plan as six parking spots at the rear of the property, one spot behind the house, two in the garage area and two along the laneway. He said he had also asked Bethel Bible Church if patrons could use parking spaces on church property. Other requirements include a setback of one metre minimum for the outdoor display area from the front lot line and side yard line, and the outdoor display being kept in a "neat and attractive manner." The site plan also prohibits the sale of hulk products used in landscaping. Kindah Mardem-Bey, of Pcggoty's Bed and Breakfast in Seaforth, spoke in support of Papple's business, which she said she considers a landmark of town. "It reveals something about this town - that we support small business and that we support a business that operates on the honour system," she said. Bausinger said the EnerGuide grant is designed to be an incentive for homeowners already considering renovations to their homes. "In homes 10 years or older, there are savings to be made," she said. She said Huron County has been underserviced by the REEP program and she is expecting to promote the program more in the area soon. "Our job is to show people the recommended actions to improve a home's efficiency. EnerGuide's always a good starting point to what you should be doing," she said. "People are going to be receptive. News THE HURON EXPOSITOR, April 27, 2005-3 St. Thomas Anglican celebrating Seaforth congregation preparing for 150th anniversary events St. Thomas Anglican Church kicked off its 150th anniversary celebrations this year with an "Elvis" service Saturday night by Jack Storey. The church's anniversary celebrations will also include a visit from the Primate of the Anglican Church of Canada Archbishop Andrew Hutchison on June 11. Rev. Michael Aktins says he started inviting the Archbishop to Seaforth a year and a half ago in anticipation of the 150th anniversary. "He'll be with us at a reception at the Legion for clergy in the Huron -Perth area, then dinner, then back to the church for a choral eucharist," says Atkins. During the service, a mass choir of Anglican congregations in Huron - Perth will perform, along with the Blyth Festival Orchestra, conducted by Tim Gilbert, choir director and organist at St. James Church in Stratford. As well, Angus Sinclair, a London, Ont. organist who is also accompanist for the Three Cantors will be playing at the service where Jack Storey sings an Elvis -style gospel song during a performance Saturday. the Archbishop will preach. "It's a joint eucharist for all three congregations in Seaforth, Clinton and Mitchell," says Atkins, who began serving all three churches in a cluster a year ago. The 150th anniversary will also be celebrated June 26 with a homecoming service and a visit by Bishop Bruce Howe, of the Huron diocese, followed by a parish potluck meal.
