Noise caused by rumble strips
debated by Huron County council
By Tim Cumming
Goderich Signal -Star Editor
Huron County Council
debated the pros and cons of
'rumble strips' at the
Thursday, March 3 meeting.
Rumble strips are those
small speed bumps that make
noise when you drive over
them near a rural intersection.
Some residents near the
strips complain of noise and
the county discussed whether
to `mill them in' in order to
reduce noise.
A public works committee
report said a delegation had
sought for the intersection of
County Road 25 and Highway
21 the same techniques used
at County Road 84 and
Highway 21 to:
• Decrease the posted sign
limit to 50 kilometres per
hour.
• Place signs to discourage
the use of engine brakes.
• Place the 'Caution Slow
Moving Vehicles' sign closer
to the intersection.
• Mill down rumble strips to
prevent unnecessary noise
pollution.
The committee filed the
request "until such time as
(the delegation) can provide a
traffic impact study and noise
assessment study at no
expense to the county."
Engineering technologist
Mike Alcock said the noise
could be reduced by milling
down the rumble strips.
Coun. Ben Van Diepenbeek
(Ashfield-Colhorne-
Wawanosh) said there was a
precedent of the county
milling there down in St.
Joseph's and reducing the
speed.limit.
"The county set a
precedent," he said. "This
council a few years ago made
it plain if we got lobbied hard
enough we will go down and
mill them down."
Coun. Paul Klopp
(Bluewater) said the Ministry
of Transportation doesn't even
put in rumble strips and he
questioned whether data
supports them as a safety
enhancer.
He said that, since he
approved their being milled
down in St. Joseph's he would
also support the same in
another location.
"I guess I'd better put my
foot where my mouth was."
he said.
Coun. Ken Oke (South
Huron) spoke in favour of the
speed bumps. He said they
worked in Middlesex County
when other measures such
as oversized stop signs - did
not.
"i think rumble strips are
necessary on all niral roads."
he said.
The public works
committee had recommended
that groups wishing to
contribute two thirds of the
cost of milling in the non-
standard rumble strips it
would he considered
favourably by the county.
A motion at the county
council meeting on March 2
to grind down the rumble
strips was defeated.
