Complaints about cat droppings
prompt discussion of cat bylaw

Complaints from a
Seaforth ratepayer about an
excessive amount of cat
droppings left on her property
by a neighbour's cat
prompted a discussion at
council's Feb. 15 meeting
about whether a cat bylaw is
necessary in Huron East.
Joan Lubbers, of Main
Street, Seaforth requested a
cat bylaw that would limit
each family to one cat, which
must be kept inside because
her property is "littered with
cat feces."
"My grandchildren cannot
play in the yard. In summer it
is on the grass. Tell me please
what can I do? I'm at the end
of my rope," said Lubbers'
letter to council.
Several councillors agreed
with Lubbers that a cat bylaw
would be fair since dog
owners are expected to buy
dog tags and control their
pets.
"Why don't you have to
pay a licence for your cat?
They do as much or more
damage than dogs," said
Seaforth Coun. Joe Steffler.
"As a dog person, can we
get feedback from other
municipalities on cat bylaws?
We have dog tags. Why isn't
anyone paying a similar
amount for their 18 cats?"
said Grey Coun. Mark

But, Tuckersmith Coun.
Larry McGrath said the
situation could be solved
more easily if the municipal
animal control officer set up
a live trap and took the
offending cat to the local vet,
causing the owner to pay the
cost of retrieving the animal.
"Maybe after a $50 or $60
bill, they'll consider getting a
litter box and a bigger
window for the cat to look
out of," he said.
McGrath also said he
thought a cat bylaw would be
"killing flies with a
sledgehammer."
Clerk -Administrator Jack
McLachlan cautioned council
that responding to one cat
complaint will lead td many
others.
"I'm prepared to look at a
cat bylaw but it becomes a
very controversial issue," he
said.
McKillop Coun. Sharon
McClure said a cat bylaw
will become a touchy issue to
farmers.
"1 don't know if farmers
want to pay a cat tax when
they use them for pest control
in the barn," she said.
"In the rural areas, they'd
look after this themselves.
They'd get a live trap and do
it themselves," added
McClure.

moving
to arena
Huron East council has
approved a recommendation
from the management board
for the Seaforth and District
Community Centres,
allowing a private business,
Rob's Gym, to operate in the
weua`s up*tafts hall.
"We've been looking at
ways of generating income
and the idea of moving Rob's
Gym to the arena came up
during a conversation with
the owner back in
November," says Seaforth
arena manager Dale Lamont.
"I thought it would
complement the building and
he felt it would be a win-win
situation," he says.
So far, Lamont says he's
getting some positive
feedback from the
community with parents
planning to use the gym
while their children are using
the ice surface.
Groups that currently use
the upstairs hall are going to
be asked to use the main hall
and Lamont says he hasn't
received any complaints from
current user groups.
"It was acknowledged that
the proposal would generate
a significant amount of
revenue for the facility and it
would be an asset that may
complement other areas of
the facility. The upstairs hall
was only used sparingly and
most functions could be
accommodated in the main
hall," say the minutes of a
recent arena board meeting.
Rob Miller, owner of Rob's
Gym, said he's planning to
move his business to the
arena at the end of March.

Seaforth firefighters responded to a chimney fire north
of Dublin on Perth Road 180 last Tuesday morning at
9:45 a.m. Owner Angela Smith was alerted to the fire by
the home's smoke detector. The fire was extinguished in
the chimney and firefighters spent an hour and a half
venting smoke from the house.

another cat and we're going
to be trapping cats every two
weeks," he said.
Mayor Joe Seili added that
the municipality is going to
end up paying $80 to $100
for every cat that is trapped.
"Don't cut the animal
control budget because it's
going to go up," he predicted.
Council decided to offer
Lubbers a live trap and let her
take the cat to the vet's
office, instead of sending the
animal control officer.
