The reason Mitchell gives for the lack of provincial funding available is with $100 billion needed to bring infrastructure up to requirements and the best investment of public funds that can be made is into the existing infrastructure. Mitchell went on to say the "reinvestment of funds into the de -restructuring" would not be in the best interest of the public purse. Mitchell says in her personal opinion, in order for Hensall to de -amalgamate, Bluewater Municipality would have to be in favour. "It does cause a ripple effect throughout the entire municipality," Mitchell said. Mitchell declined comment on speculation on the likelihood of the de - amalgamation process coming to fruition, saying she would need to see the business plan in place before making any comments. All rights reserved.) Recently, the great 2 -stroke vs. 4 -stroke debate changed. Conventional wisdom sounded the death knell of 2 -strokes since perception was that only 4 -stroke engines could deliver the cleaner, quieter, more fuel-efficient technology demanded by regulators. Some folks even thought that the 2 -stroke was being outlawed by the Evironmental Protection Agency (EPA). This is a misconception: the EPA regulates emissions, not technologies. So an engine can be 2 -stroke, 4 -stroke, nuclear, electric or propelled by rubber bands, as long as it meets their emission compliance levels. The preponderance of 4 -stroke ATVs and the recent emer- gence of new 4 -stroke snowmobiles further skewed the debate. 4 -stroke also seemed to be the way for boats. But anyone who thinks the 2 -stroke engine is dead should be prepared for a resurrection. Ski-Doo's existing 2 -stroke Semi Direct Injection (SDI) Engine is just the first wave of a new generation of 2 -strokes that will compete head -on -head with any 4 -stroke. After riding 15,000 km. on a GSX Limited 600SDI last winter, often in company with one or more new 4 -stroke sleds, I can attest that my fuel efficiency is already equal to or better than that of a comparable 4 -stroke. The SDI is considerably cleaner than a conventionally carbureted motor, although not yet up to 4 -stroke levels for that or sound. One need only to look at other power sports to detect other evidence of a 2 -stroke comeback. In Sea -Doo watercraft. Direct Injection (DI) delivers 4 -stroke gas mileage in a clean, 2 -stroke engine. Sea-Doo's DI followed on the heels of its own SDI technology — can DI be far behind for Ski -Doo snowmobiles? Another Bombardier Recreational Product subsidiary, the venerable Evinrude marine brand, upped the 2 -stroke ante last year with its advanced E -TEC outboard engine technology. Essentially a next generation DI, Evinrude E -TEC engines are lighter, cleaner. more fuel efficient, and as quiet as any marine 4 -stroke. while retaining the performance and handling char- acteristics loved by 2 -stroke aficionados. Best of all. the E- TEC engines promise to be as or more reliable than 4 -strokes, without the usual maintenance costs. Consider that E -TEC engines require no break-in period, no winterization. no spring service, no oil or filter changes and no regularly sched- uled maintenance for three years or 300 hours. Is it unreason- able to speculate that E -TEC or its attributes will soon migrate to other 2 -stroke engines? Think a 2 -stroke DI snowmobile engine with minimal maintenance and oil efficiency so good that it only needs to be topped up once a winter! E -TEC brings another new development to recreational engines. At idle speeds. an E -TEC outboard produces 80% less carbon monoxide (CO) than comparable 4 -strokes. For a touring rider like myself. the existing advantage of 4 - stroke is not needing to carry or buy oil each day. Other than that, many believe that the Ski -Doo 2 -stroke 600SDI already surpasses a comparable 4 -stroke. For 2005, the 600 SDI will run on regular fuel, adding considerable cost savings. Wise says the business plan is one of three criteria given to her in order to be eligible for de -amalgamation. Another of the criteria is that property tax fairness can be demonstrated without leaving undissolved areas in trouble. The third criteria is the funding for the de - amalgamation come from "in-house" according to Wise with no funding from the provincial government. "The three criteria laid out seemed something the Village of Hensall would fit," Wise said. She says that a meeting for the residents would follow approximately two weeks later. Wise said that the committee is looked on as a bunch of troublemakers by council, saying that on different issues, including the Bluewater Community Centre, they were "laughed out of council" and "booed and hee-hawed." She added that Bluewater Mayor Bill Dowson has been supportive of the town of Hensall, making efforts to Kay Wise, of the Hensall Community Development Action Committee show up for breakfasts and other functions. Wise said she has possession of a petition for those in support of de - amalgamation with 516 signatures, representing approximately 93 per cent of those approached. The signature of Rod Parker, Bluewater councillor for Bayfield is included on the petition and she says that he has worked with this group in support of their cause. This may not be enough however Wise said. "I am concerned that his voice is not strong enough," Wise said. "It is one person representing Hensall with the number of people (that live in the town)." Parker was contacted by the Lakeshore Advance but declined comment. Wise said that the general maintainence has declined since amalgamation, a claim that Bluewater Public Works Manager Ross Fisher denied when contacted by the Lakeshore Advance. Wise also made reference to the proposed pipeline solution for Hensall which has been plagued by tigh- nitrates in their water. Hooking up to a pipeline running to Exeter would potentially cost Hensall residents approximately $1,200 per year or $3.29 per day. "If we are going to (pay for the pipeline), we might as well be doing it for our own benefit." she said. She said that she was in favour of the pipeline, but called the turn -out for the meeting in Hensall to make a decision on a solution "dismal." Wise says she has contacted Huron -Bruce MP Carol Mitchell and has been told by her office that she will "keep her campaign promise to look into problems with amalgamation." "I also believe there are no provincial dollars Smoking fine at Seaforth arena one of five in Huron By Susan Hundertmark Expositor Editor A $258 fine levied to an individual at the Seaforth arena in January is one of five charges made throughout Huron County since the environmental smoking took five bylaw effect months ago. "Actually, compliance has been very good Because the person charged in Seaforth belonged to a .team that was using the ice, the group was warned that it could lose its ice time if the smoking in the facility continued. Lamont says the bylaw compliance officer makes sporadic visits to the Seaforth arena but that individuals with complaints about smoking in public places and workplaces can call a Huron County environmental tobacco information line.
