Beloved husband of Ann (Stock) Kistner whom he married on 'May 16, 1953. Dear brother of Theresa (Eugene) Bannon of RR 2, Monkton, Dorothy (William) Murphy of Welland and Diane (John Buca) Kistner of Stratford; dear brother-in- law of Martina (Harold) Meagher of RR 1, Dublin, Helen Morrison of Kinkora, Marion Stock of Kitchener, Marjorie Stock of Stratford, Eileen Stock of Tavistock, Rev. Fr. Gerard Stock S.F.M. of Scarborough and Wilfrid Stock of Mitchell; dear nephew of Ka11 (Alvin) Hinz of Mitchell. Also surviving are many nieces and nephews. Predeceased by his parents Charles and Mary (Kenny) Kistner, brothers-in-law of Frank, Joseph and Gregory Stock, Michael Morrison and sister-in-law Shirley Stock. Frank was a lifelong member of St. Patrick's Parish in Dublin and was a member of the Knights of Columbus. He was a farm drainage contractor from 1955 to 1977 when he was appointed to Drainage Inspector for the Ontario Ministry of Agriculture and Food retiring in 1988. The Land Improvement Contractors present- ed to Frank an Honorary Life Membership for his distinguished service to the farm drainage indus- try in Ontario. He served as President of the Ontario Farm Drainage Association from 1976 to 1977. Friends were received at the Lockhart Funeral Home, 109 Montreal St., Mitchell on Tuesday 2- 4 and 7-9 p.m.. Areas being surveyed include those surround- ing all of the board's non -Stratford secondary schools, except Mitchell. That list includes St. Marys, Clinton, Exeter, Listowel, Goderich and Wingham. Last month, following a public delegation by a representative from Canadian Parents for French, trustees asked administrative staff to look into the possibility of expanding the board's French Immersion pro - •17. As a result, at a regular meeting Tuesday, Dec. 14, education superin- tendent Pat Stanley delivered a report detail- ing the soon -to -be - released survey. "The survey will be administered in January. Results will be available in February for planning purposes, and will be shared with the board at that time," Stanley said. The one-page survey seeks parents who "would be interested in (having their) children enter a French Immersion pro- gram at the Grade 1 or 2 level" at the following times: September, 2005; September, 2006; and September, 2007. It also asks in which of the six larger towns they'd like to have their children attend, and whether or not they would require transporta- tion. According to education director Geoff Williams, the Mitchell area is not included in this survey because, for potential French Immersion students from that area, transporta- tion into the existing Stratford site is the most logical. A similar survey was undertaken by the board prior to the establishment of the Bedford program in 1999. At that time, there was a definite cluster of interest in Stratford, but numbers were also high in the St. Marys area. According to Williams, any new Immersion pro- gram would be modeled on the Bedford site,. with the first group of children ini- tially entering at the Grade I and 2 levels. In subsequent years, additional grade levels would he added to allow the first group to continue their elementary studies in an Immersion environment. Questioned, by. trustees about the threshold number of students needed to estab- lish a new program, Williams suggested a mini- mum of about 60: including two Grade 1 classes and one Grade 2 class. "That makes the most sense from a staffing perspective," he offered. Trustees also wondered if recent changes in the provincial funding formula would mean subsidization for transportation to French Immersion programs lying outside the student's regu- lar attendance area. Stanley's report noted that "the main impediment to registration (in 1999). was lack of commitment on the part of the board to pro- vide transportation," and business superintendent Janet Baird -Jackson offered little hope the situation would change this time around. "All of that leads to the short .answer, which is 'no'," Baird -Jackson said, after explaining some intri- cacies of the funding for- mula. Williams told trustees he has heard that the Huron - Perth Catholic District School Board has found it difficult to maintain its Goderich-based French Immersiollt program (the Catholic board also runs Jeanne Sauve elementary school in Stratford) due to low enrolnient. He didn't, however, reject the notion of expand- ing the Avon Maitland approach. "My perspective on this is that, if we have the num- bers and we can do it, then I'm interested in pursuing it." IMK
