Steckle's camouflage Christmas card
causes controversy with constituents

media outlets are suffering
from more than the usual
number of slow news days
after a mini -controversy
erupted about his choice in
Christmas card greetings this
year.
The card in question,
which features members of
the Steckle family sporting
camouflage gear while some
hold weapons, was featured
on several TV broadcast
programs last week.

NOTICE OF APPLICATION AND NOTICE OF WRITTEN HEARING
Application by Festival Hydro Incorporated for a Final Order
Pre -approving its Conservation and Demand Management Plan
An application received November 30, 2004 has been filed with the Ontario Energy
Board, by Festival Hydro Inc. (the "Applicant") for a Final Order approving their
Conversation and Demand Management (CDM) Plan. The Board assigned File No.
RP2004-0203/EB-2004-0520 to this application.
On May 31, 2004, the Minister of Energy granted approval to all distributors in
Ontario to apply to the Board for an increase in their 2005 rates by the third
installment of their incremental market adjusted revenue requirement (MARR). This
approval is conditional on a commitment to reinvest an equivalent amount in CDM
initiatives.
The elements of the CDM Plan are all follows: i) water heater load control system; ii)
conversion of 4kV distribution lines to 27.6kV to reduce losses; iii) promotion of
compact fluorescent light bulbs; iv) promotion of light emitting diode (LED) seasonal
lighting; v) energy awareness program for residential customers; and vi) energy
seminars for larger volume customers.
The total budget for the CDM plans for the applicant is approximately $661,623
which is consistent with the amount of the third installments of its MARR.
Copies of the application and the pre -filed evidence in support of the application are
available for public inspection at the board's offices and at the applicants office.
The Board intends to proceed with the application by way of a written hearing unless
a party satisfies the Board that there is a good reason for not holding a written
hearing. If you object to the Board holding a written hearing in this matter, you must
provide written reasons why an oral hearing is appropriate. Any submissions
objecting to a written hearing must be received by the Board within 7 calendar days
of the publication date of this notice.
If you wish to participate in the written hearing, you must forward three copies of your
written submissions to the Secretary of the Board and one copy to the Applicant at
the addresses below.. All submissions must be received no later than 10 calendar
days after the publication date of this Notice. If the applicants wish to respond to any
written submissions, such response must be received by the Board no later than 21
calendar days after the publication date of this Notice. All submissions must quote
file numbers RP-2004-0203/EB-2004-0520, clearly state the sender's name and -
address, and be received by the Board Secretary by 4:45 p.m. on the required dates.
IF YOU DO NOT FILE A WRITTEN SUBMISSION OBJECTING TO A WRITTEN
HEARING OR DO NOT PARTICIPATE IN THE HEARING BY FILING WRITTEN
SUBMISSIONS IN ACCORDANCE WITH THIS NOTICE, THE BOARD MAY

also irked some in light of
the photo on the front of the
card.
"I had to think, is this
really a news issue? It must
be a really slow news day,"
says Steckle.
He says that after 11 years
in office, it has become
increasingly difficult to
choose Christmas card
covers that are unique. He
notes his wife, Kathy, is
always entrusted to pick the
theme -- as she did this year.
Steckle says his family
enjoys hunting and the
photograph seemed like a
natural choice.
"We're an outdoors
family," he says, noting,
"golf as a venue may be
offensive to some."
Steckle says the calls his
constituency office has
received about the card have
been overwhelmingly
positive. He urges
those who were offended by
the card to send them back as
his office has run out of them
and there are others who
would like one.
He suggests the Christmas
card was used as a pawn by
his critics to draw negative
attention to his leadership.
"My job is to represent the
constituency," he says. "My
critics used it as a way of
stoking controversy."

Quilt fundraiser raises enough

to replace animals lost in fire

A handmade quilt, created by a Kippen-
area quilting circle, has raised enough money
to replace the animals lost by the Klaver
children during an October fire that destroyed
the family's two barns and equipment shed.
The day after John and Caroline Klaver's
electrical fire, Caroline's quilting circle Sip
and Sew decided a jointly -made quilt would
create the perfect fundraiser.
"We got together with our scraps left over
from our projects over the years and we
decided to make the pattern, 'Lightning
Strikes,"' said quilting circle member Audrey
McClennan.
"It wasn't lightning in this fire but it was
electricity," added Caroline.
McClennan added that looking at the quilt,
the members - McClennan, Caroline Klaver,
Melissa Wilson, Sandra Burtch, June Cooper,
Anita Cooper and Charlene Rowland - can all
pick out scraps that have meaning to each of
them.

after the fire and had it done in a month. It
was a priority project," she said.
The Klaver children, Evan, 15, Natalie, 14,
Isaac, 11 and Alexander, 8, lost 30 goats and
nine llamas in the fire. As well, 30 laying
hens perished, destroying the children's egg
business.
"They were heartbroken to lose their
animals," says Caroline. "But, in the spring
we'll be able to get more animals."
The $3,500 raised through the sale of close
to 1,000 tickets for the quilt will go towards
replacing the animals and building a pet barn.
Caroline said all her children are
appreciative but her daughter is most
interested in the quilting project.
"Natalie knows what it takes to put together
a quilt," she said.
Along with their farm buildings, the
Klavers lost a dozen cows on their dairy
operation, which is currently being rebuilt.
"The trusses are up but we've got a long
way to go. We lost a lot but the community
has been just phenomenal. We've gotten
support from people we don't even know,"
said Caroline.

friends to gather and celebrate the joy this season
