Social Justice Coalition finds
1 in 5 Huron County residents
living at or under poverty line

Kathy is struggling to stay
afloat.
With the help of Ontario
Works she has gone back to
school to earn her personal
support worker certificate,
but her hours still fall short
of those needed to support

bottom line is that I just

to keep a roof over our
heads."
It's been nearly one year
since a concern for the one
in five Huron County fami-
lies living at or below the
poverty line brought mem-
bers of the Huron County
Social Justice Coalition to
the table and chair Lynne
Bonnett said things are just
starting to fall into place,
"Yes, it's been about a
year, but we wanted to take
the time to compile some
statistics and ensure that we
had goals and terms to work
within," Bonnett explained
in an interview on Monday.
"We spent quite a bit of
time with Statistics Canada
and trying to figure out a
definition of poverty and its
relation to Huron County.
We wanted to educate our-
selves before we tried to
educate others."

Today of Huron executive
director Pam Hanington
made their first presentation
on behalf of the coalition to
Huron County Council's
committee of the whole ses-
sion Nov. 16.
"If you want to make sys-
tem changes, it usually hap-
pens through the govern-
ment, so that's where we're
going to start," Bennett said,
adding the coalition hopes to
make the county a partner in
the fight against poverty by
supporting anti -poverty res-
olutions and becoming a
member.
The pair quoted the 1998
Canadian Council on Social
Development, to define
poverty.
"To be poor is to be distant
from the mainstream of soci-
ety and to be excluded from
resources, opportunities and
sources of subjective and
objective well being, which
are readily available to oth-
ers."
According to the coali-
tion's research approximate-
ly 600 or 20 per cent of
Huron families - most often
one parent families - live at
or below the poverty line.
Most people living with
disabilities (physical and
mental) are poor and more
than half of the people living
in poverty are children.
"When looking at provin-
cial statistics you also have
to think about the rural con-
text," she commented "The
averages are skewed because
of the urban areas."
The presentation also out-
lined the consequence of
poverty, which include
lower levels of health, high-
er levels of mental illness,
lower educational attain-
ment, shorter life expectan-
cy, homelessness and
decreased ability to con-
tribute to the community.
These consequences cost
all levels of government
more money, Bonnett
explained, by increasing
pressure on services, health
care costs and use of emer-
gency services.
There are also fewer per
capita community resources,
a lower quality of life and
increased rural out -migra-
tion.
But it wasn't all about sta-
tistics. Bonnett and
Hanington also shared life
stories written by two coun-
ty residents living in pover-
ty.
Without the food bank,
Kathy said she would be
unable to feed her children.
And while they're not going
hungry, like many mothers
in her situation, she is wor-
ried that her children are not
getting enough fruits and
vegetables.
"When asked about what I
thought would make things
better in Huron County, I
told the woman that it would
be really helpful to have
more full-time jobs that pay
halfway decent so I could
support my own family," she
commented. "I'm really
tired of feeling like a second
class citizen because I'm on
Ontario Works."
The first letter came from
Daniel*, a 45 -year-old man
living in Huron County.
Despite having a university
degree in history and a
career as a writer and broad-
caster in Kitchener, Daniel
began living in poverty
when he was downsized and
couldn't find employment.
"Many employers told me
that I was overqualified for
positions within their facto-
ries," he wrote. "The
employment insurance ran
out and so did my hope. I
spent considerable time
moving from shelter to shel-
ter, from soup kitchen to
soup kitchen. Finally I came
home to Huron County.
"Huron County is my
home, this is where I grew
up and i really hoped that
life would change here."
Working in area factories,
Daniel developed a chronic
back problem and is now liv-
ing on Ontario Works in a
run-down one bedroom
apartment with his cat.
"Don't get me wrong, I
appreciate the assistance I
receive. My problem is this,
I live in poverty," he contin-
ued.
"I barely can afford to
live. Once my rent and utili-
ties are paid I have nothing
left. 1 must resort to using
the local food bank and
walking the back roads in
search of beer bottles to buy
milk and bread.
"Why would anyone
choose to live this way?"
Bonnett said Tuesday's pres-
entation and others that will
follow are all about aware-
ness.
"We just 'wanted to give
the county an awareness
they may not have had
before. We live in small rural
communities and you don't
see the effects of poverty
like you do in the city, but
it's here," she explained.
As a collection of individ-
uals and organizations, the
Huron County Social Justice
Coalition meets regularly to
contribute to and advocate
for equality, fairness and jus-
tice for all citizens of Huron.
The coalition is made up
of service providers - health
unit, mental health, legal
clinic, addictions, Children's
Aid Society, youth, women's
shelter, hospital, seniors,
churches, community mem-
bers and the media.
With the first of their three
main goals - collecting local
statistical and anecdotal
information regarding social
justice issues - well under-
way, Bonnett said the group
is currently looking for ways
to share that information
with the community and all
levels of government.
She hopes to make similar
presentations to the county's
nine lower -tier municipali-
ties.
Coalition members and
the general public will have
a chance to learn more about
social justice projects
throughout Ontario as part
of a special Nov. 25 work-
shop that will feature a guest
speaker from the Ontario
Coalition for Social Justice.
"I'm part.of your commu-
nity. I'm here," Kathy wrote
at the end of her story. "I
know you can't see me...but
I'm here."
