OSBORN: In memory of Howard
Osbom who died Dec. 7, 1989.
Dad,
Heroes are regular people just like
you. They give instead of take.
They act instead of talk. They step
forward and do the hard and
unseen jobs, to give the best of
themselves - measuring their own
success not by wealth or comfort,
but by the lives they touch along the
way.
You've lett quite a legacy that
we're all so very proud of. You could
have written a book (actually mom
did). And life certainly wasn't easy
but you never let us know that at the
time. We never had a lot of money
but we always had enough.
Little did we know that the evening
ball games on the front lawn after
chores with us kids would turn you
into such an armchair athlete later
in life. Wrestling, baseball, hockey -
all your favourites.
You certainty were more of a
teacher than you ever thought you
were. You always said you weren't
good at speeches but we can all
remember some of them. Pretty
colourful, short and right to the
point.
You weren't afraid of your respon-
sibilities as a parent. If we needed
disciple we got it. Thanks. It's made
us honest, hard working, respectful
people. With these values and prin-
ciples we were ready to raise our
own children. Thanks for the sense
of humour. It makes a lot of situa-
tions take on a whole new look.
Most of all thanks for loving mom
and keeping us all together.
That's what heroes do and you'll
always be our hero.
- Lovingly remembered by Lenora,
Earlan, Karen, Lyle, Pauline, Diana,
June, Mary Ellen, Cheryl and Jackie

HUGILL: In loving memory of our
father, father-in-law, grandfather
and great grandfather Harold Hugill
who passed away 31 years ago,
Dec. 1, 1973.
He had a nature you could not help
loving,
And a heart that was purer than
gold,
And to those who knew him and
loved him,
His memory will never grow cold.
- Love always, Doug, Gall,

Quality
of snow
removal
on Dublin
sidewalks
questioned
By Marc Hulet
Advocate Staff
With heavy snow falls just
around the corner, Hibbert
Coun. Brock Sinnamon
expressed concem with the
quality of snow removal on
Dublin sidewalks.
Operations Manager Mike
Kraemer said the municipality
simply does not have the man-
power or equipment to do all
the sidewalks within West
Perth.
• Operations Committee
Chair and Hibbert Coun.
Walter McKenzie said the
main core of north/south side-
walks in Mitchell (St. George,
St. Andrew, St. David and
Wellington streets) are done
for safety reasons becauselhey
are the main arteries to the
schools. Downtown sidewalks
are supposed to be cared for by
the merchants.
Sinnamon said he was wor-
ried that kids are being put at
risk in Dublin when they walk
out onto the street on their way
to the•bus pickup at the gas sta-
tion on Highway 8 in the vil-
lage.
"It's a pretty lousy excuse to
tell parents that, well, we
couldn't get the equipment out
there," Sinnamon said.
West Perth Mayor John Van
Bakel said one option would
be to pass a bylaw requiring all
residents to be responsible for
clearing sidewalks in front of
their homes and businesses.
Van Bakel said people in the
community always want
things perfect but come tax
time, they do not want to have
to pay for the increased servic-
es.
Sinnamon supported the
idea of a snow removal bylaw.
"I don't think there is any-
one in Dublin who would have
a problem with that," he said.
"Most of them do it anyway."
For the time being, the com-
mittee decided that the school
board should be contacted to
see if an alternate pickup spot
could be used.
Huron -
Perth
Grade 9s
in the lead
in math
Grade 9 public school stu-
dents in Perth and Huron
counties are among the
provincial leaders in math.
The latest EQAO test
results were released yester-
day and, for the fourth year,
students excelled in math.
Students did even better
than last year, with 76 per
cent of academic stream stu-
dents meeting or exceeding
the provincial standard. That
means they scored eight per-
centage points higher than the
provincial average and five
percentage points better than
last year.
Applied stream students
also fared better than the
provincial average with 42
per cent meeting or exceeding
the provincial standard.
Across the province, 26 per
cent of applied students were
successful. Applied students
also showed a vast improve-
ment over last year by gaining
12 percentage points.
"Our schools are doing a
great job with their strategies
for improvement, but we rea-
lize more work needs to be
done, especially with applied -
level students. Even though
we have made significant
strides with these young peo-
ple, we must continue build-
ing on our local successes,"
said Patricia Stanley, superin-
tendent of education responsi-
ble for education.
