THE SEAFORTH RECREATION AND PARKS COMMITTEE IS
NOW ACCEPTING NOMINATIONS FOR THE CITIZENSHIP
AWARDS IN THE FOLLOWING CATEGORIES:
SERVICE TO SPORTS: A person that volunteers his or her time to
sports organizations, or sports in general in Seaforth.
CIVIC SERVICE: A person that belongs to a service club or community
organization in which he or she contributes many hours of time for the
betterment of the community.
HUMANITARIAN SERVICE: A person who is considerate of other peo-
ple, and is willing to give his or her time to help others when needed.
These awards are chosen based on the individual's contribution to the
community in a VOLUNTEER CAPACITY. To submit nominations,
write the name of the person you are nominating, which category you
want them in, background information on this person and why you feel
he or she should win. All nominations can be mailed to:

we should be taking part in
ceremonies at the high
school or the retirement
homes. .
The annual church service
was held on Sunday. It is
very obvious we are
missing those who have
passed on these past two
years. They were always
out for Remembrance
services and the ranks are
getting thinner.
The poppy blitz of the
area was held after church.
Although a few (30) took
part, they managed to cover
most of the community,
most going out twice.

Huron County Council took
a recorded vote on Thursday
over the inclusion of several
water -quality items in the
budget.
Councillors Rob Morley
(South Huron), Bernie
MacLellan (Huron East) and
John Bezaire (Central Huron)
were the three councillors
who recorded votes against
the inclusion of hundreds of
thousands of dollars in the
county budget for clean water
initiatives.

Wawanosh) said it was time
for the county to have
programs in place as, he said,
other counties have done.
"If we're serious about our
water we need to put our
money where our mouth is,"
he said. "I think it's well
worthwhile having it in (the
budget) and at least have the
discussion."
Coun. Deb Shewfelt
(Goderich) said the
councillors might have to deal
with the items separately. He
said the most pressing of the
issues was the establishment
of a regimen to inspect septic
tanks.
County Council approved
Phase One of the 2005 Septic
Re -inspection program with a
budget of $20,000, to be put
in the health unit budget and
to come from the county
water reserve.
Council approved
recommendations from the
Water Protection Steering
Committee which asked for 1)
support for the Clean Water
Project and funding
consideration for 2005, 2)
funding consideration and
support for the Septic System
Re -Inspection Program, 3) the
retention of the $100,000
water reserve from last year
and budget consideration of
an addition $250,000 for the
Clean Water Project and the
reinspection program. '
Morley asked what would
be done if the county found a
failing septic system and the
property owner had no money
to fix the problem.
County health unit director
Penny Nelligan said
"absolutely there's liability if
we identify a system that's not
functioning" properly and
nothing is done.
There was some discussion
about withdrawing one item
until further information was
provided but eventually the
county voted on the entire
package of recommendations
from the water committee.
Bezaire questioned whether
water quality work should
come from the county tax
base or from the provincial
and federal upper -tier
governments.
"I'm questioning who
should he responsible and
who should be paying," he
said. "I don't see the province
and fads coming in here ... •
I'm not sure this should be
coming from the municipal
tax base."
"What we're approving
here today is to inspect the
septics and start a clean water
project," said Deb Shewfelt.
"I feel clean water is a
society problem," said Coun.
Bert Dykstra (Central Huron),
in response to discussion
about whether all taxpayers
should pay for inspections of
some homes or whether users
pay for their own re -
inspections. "If some of that
is cleaned up we all benefit."
He said property owners
would he unlikely to come
forward for inspections if they
had to pay the bill.
