Seili added in an interview after the meeting with Mitchell that Huron East is left uncertain about what to tell farmers since no replacement program for municipal drains has yet been announced. "The province says they're working on it . Well, they're working on a lot of things," he said. "We're hoping' to have the drainage situation resolved soon - in about half a dozen months," said Mitchell. As well, Seili said he is concerned that Community Reinvestment Funds (CRF), a large source of revenue to municipalities, is announced from year to year and does not allow municipalities to plan their futures. "As opposition members, your government criticized the ruling party for late announcements and lack of commitment to the program. We feel your government should make a commitment to the continuity of programs in order that the local governments can properly budget for future years," said Seili's letter. Increasing costs of policing that are out of the municipalities' control also concern Seili who asked Mitchell push the province to increase its policing grant when police wages rise. "The province negotiates the wage increases with the police but we're left to pick up the bill," he said, adding that last year, local municipalities had to pay a 10 per cent increase in policing costs, which came directly from the general municipal tax rate. "The province just said they're hiring another 1,000 officers but where they're being paid from, we don't know yet," said Seili. Mitchell said she is in the process of helping Central Huron figure out a true costing for police services in the municipality and would be happy to help Huron East do the same thing. Along with the lack of increased funding for police; Seili also pointed out other programs, such as the certification of building officials, the institution of emergency management coordinators and accessibility plans, where no provincial funds have accompanied the directives. Huron East's mayor also asked for some direction from the province concerning the de -amalgamation issue, since citizens of Grey ward have been exploring the possibility of separating from Huron East. "The provincial government should show leadership to the residents of this great province by stating a clear direction and intention on the subject; if de -amalgamation were to be allowed, then a definite procedure should follow so that a few protesters are aware of the cost, time and process," said his letter. Mitchell said the Ministry of Municipal Affairs will be sending a letter to municipalities about the issue, of de - amalgamation about the process involved. "My belief is there will not be dollars attached to it. With all the pressure this issue is under, municipalities need to know," she said. Another of Seili's concerns is the lack of action over funding expected by the province for the upgrade of Huron East's municipal water systems. While Huron East has spent $1.5 million so far on water systems in Brussels, Vanastra and Brucefield, it is still waiting for the approval of related grants. "You can well appreciate the financial cost to our local municipality as the expenditures occurred some three years ago," said Seili's letter. The province's lack of consistency was also addressed by Seili who pointed out how counties have had to pass bylaws on issues such as smoking, when a province -wide ban would prevent discrepancies between counties. "We feel a provincial no -smoking bylaw could have been of great benefit to the province for the health of residents similar to the proposed pit -bull dog bylaw that your government is now looking at," he said in his letter. Seili's final concern was the deficit at the Huron -Perth Healthcare Alliance and its affect on rural hospitals. "These cuts are occurring at the time goverment has imposed a health tax on the local residents, decreased the Ontario hospital coverage and cancelled a proposed tax cut. We estimate that in Huron East alone, there are some 3,714 residences and with the new tax, some $1.8 million disposable .dollars are removed from the economy of our area," said the letter. Mitchell said the realignment of local hospital services will be an 18 -month process. "We will work it out all the way through the process," she said. Even before the meeting could be held, several councillors spoke against the pipeline. "Be careful what you wish for," said Tuckersmith Coun. Larry McGrath. "Drinking water could become one of your most expensive commoditites and I can't see spending that kind of money. Two miles from the lake, maybe," he said. Seaforth Coun. Lou Maloney also stated he's against the pipeline. "We're going to be bringing water in that they won't even allow people to swim in," he said. And, Seaforth Coun. Joe Steffler said it might be cheaper for the municipality to install a water distiller in every home to ensure good quality drinking water. "The point that really disturbs me is that water sample haven't changed for eons - the only thing that's changed is their (the province's) rules," he said. Deputy -Mayor Bernie MacLellan argued that Seaforth might see some expansion with a dependable water supply. "You can't keep drilling wells and capping them up," added Mayor Joe Seili, referring to the question of whether radon, radium or uranium might be found in the groundwater in Seaforth. Because radioactive materials including radon, radium and uranium, were found in Seaforth's Chalk Street well during provincially -mandated tests in 2000, the well was taken out of service, leaving only the Welsh Street well to provide the town's water. An upgrade of the Seaforth well system has been estimated at $1.7 million. Halloween events planned at Vanastra, Optimist Park and Seaforth Manor From Pogo 1 the front lawn of Seaforth Manor. This year, for the first time in three years, the Van Egmond House will not be hosting their haunted tour at the historic house because of added commitments. "It came up at the monthly meeting and it was decided we're not doing it this year because we're involved in too many activities," said Peter Spittal, chair of the Van Egmond Society. He explained who explained the Van Egmond Society is involved with arranging events such as wedding receptions and family dinners.
