McGuinty defends health
care premium during
media blitz through area

Ontario Premier Dalton McGuinty
defended his party's
controversial health care
premium last week during a
media blitz through
midwestern Ontario.
But, he stopped short of
apologizing for breaking a
number of campaign
promises.
McGuinty said the
"difficult decision" to
implement the premiums was
made after the provincial
auditor revealed a provincial
debt of nearly $6 billion -
about $4 billion more than
expected.
"People were upset that we
broke a promise - no ifs, ands
or buts about it. But, our
circumstances have changed
and I would say there is a
kind of grudging acceptance," McGuinty said
in an Aug. 10 telephone interview on his way
to a community barbecue in Cargill.
"I would have preferred not to break a
promise. because as soon as you do that
people look at you in a different way."
McGuinty said Ontario residents stand to
benefit from the health premium and the
additional $1.6 billion it will generate for
health care spending.
The premium, McGuinty said, will cover
everything from 36,000 more cardiac
procedures and 9,000 more cataracts to 2,300
more hip and knee replacements and 8,000
more full-time nurses.
As well, the premium will provide home
care service for 100,000 seniors, facilitate the
hiring of 2,000 more people to work at
nursing homes to provide better care for
seniors and provide new standards that will
require a registered nurse to be on duty at all
times.
"In addition we're building a new medical
school and expanding a medical school in
southwestern Ontario and we're doubling the
number of spaces available for our
international medical graduates from 100 to
2(X)," McGuinty said.
"That will help us graduate probably 150
more doctors on an annual basis so that's the
direction we're headed.
"It's not the kind of thing we can turn
around overnight. We've got tough financial
circumstances so we're
picking our spots and we've
picked health care and
education in particular."
McGuinty pointed to some
of his government's
education initiatives
including the hiring of 1,100
new teachers for the
upcoming school year as the
Liberals begin to reduce
class sizes - an initiative the
premier hopes to have in
place before his
government's mandate
expires in 2007.
"A lot of people probably
don't know that this summer
thousands - and by the fall I
think we're going to be up to
16,000 teachers - are coming
in and volunteering to take
special courses to improve our reading,
writing and mathematics instruction in our
schools," McGuinty said.
"(The public) doesn't know that we're
training thousands more lead teachers on top
of that who will guide the instruction in
elementary schools."
Ontario's premier said while he
sympathized with families now required to
pay as much as $300 annually to cover the
new health premiums, he pointed to members
of his own cabinet who recently agreed to
take a 25 per cent pay cut.
"We're leading by example," McGuinty
said of the cabinet pay cut and a zero per cent
pay hike for all MPPs.
"We live in difficult financial times and
we're trying to turn the corner and
everybody's making some sacrifices here
including Ontario families who are having to
pay more for their health care system.
"In return for that we're going to get them
shorter waiting times and higher volumes and
more doctors and more nurses."
McGuinty has been touring the province
for the last two weeks - a move he hopes will
help Ontarians understand what his
government has been
able to accomplish since elected in October.

the birthday brunch on Aug. 7th for
my 60th Birthday. Also thanks for
the surprise visit from my neigh-
bours and to the eight motorbike
riders who just happened to drop in
at the same time on their way from

although, as Claire points
out, all of Ireland claims St.
Patrick!

before their visit, were just

Visiting
many churches,
older buildings
and castles, they experienced
a medieval banquet at one
15th Century castle. They
visited the Waterford Crystal
factory in Waterford and the
Meek Factory in Donegal.
Following thc "must do" as
most visitors to Ireland, they
kissed the Blarney Stone.
The ladies especially
enjoyed the pubs where
young and old alike
congregate for food, music
and a good social time. They
were especially impressed by
thc friendliness and laid
hack, relaxed, unhurried style
of the people.
They were warmly
welcomed wherever they
went. They enjoyed thc
beauty of the country, where
every turn brought a new and
spectacular 'scenery of
valleys, mountains or hills.
Claire remarked that she
would go hack to Ireland
again.
The weather cooperated
beautifully as several area
families recently spent a day
at Bingeman's Park,
especially enjoying thc water
park.
Local families arc now
preparing for the annual
family event of the St.
('olumhan trip to Canada's
Wonderland, which will be
held on Monday, Aug. 30.
