Canada
Day
fireworks
By Hillary Long
student reporter
Canada Day fireworks
for Huron East will be
held in Vanastra this year.
Marty Bedard, Huron
East fire chief, said the
fireworks will be held at
the Vanastra Community
Christian Reform Church.
Those attending will be
able to park on site and
there will be officials
showing them where they
can do so.
Bedard said there will
be a charge of $10 per car
load to help offset the cost
of the pyrotechnics.
. "The fireworks start
when it gets dark, around
10 p.m.," he said.
Before the fireworks,
Vanastra Recreation
Centre will be offering
activities for children at
the church starting at 8:30
p.m.
Children can participate
in various. games
including three-legged
races, potato sack races
and kick the shoe.
Prior to the fireworks,
the recreation centrg will
have a snack bar open.
Proceeds from the snack
bar will go to the Vanastra
Rec Centre.
Bedard said the
fireworks are put on by
Huron East.
He said, "You have to
be licenced to set the
things off," adding,
"Seaforth has four firemen
who are licenced and will
be setting them off."
The chief said the
fireworks were held in
Seaforth last year and
Brussels two years ago.
"It was the intent to
move the fireworks
around to different
locations in Huron East,"
he said.
The local firefighters
will also be holding their
annual Canada Day
breakfast from 7 to 11
a.m. at the Seaforth fire
hall.

Steckle re-elected for fourth term
Voter anger at Martin causes
Liberal minority, says Steckle
By Matt Shurrie
Goderich Signal -Star Editor
Huron -Bruce voters
unanimously returned Paul
Steckle to Ottawa on Monday
for an unprecedented fourth
term.
Steckle, the Liberal
incumbent, finished with
25,311 votes — just under 50
per cent — while Conservative
candidate Barb Fisher finished
with 15,669 votes. New
Democratic Party candidate
Grant Robertson finished third
with 6,644 votes.
Green Party candidate Dave
Vasey was fourth with 1,501
votes followed by Christian
Heritage Party candidate Dave
Joslin. Marijuana Party
candidate Glen Smith was
sixth with 635 votes.
Elections Canada reported a
voter turnout of 66 per cent
with 50,710 of 76,813
residents casting a ballot.
"I want to first say thank
you to the people of Huron -
Bruce for your restored
confidence in me," Steckle
said during a victory party
here at Sacred Heart Church.
"While the numbers indicate
that we may be headed for a
minority government my
representation is not going to
be diminished by what
happens across the country.
"I've always said the people
of Huron -Bruce come first
even though the positions — as
you well know — have not
always been popular with the
government I serve. I've
always done that and I will
continue to do that."
Steckle, surrounded by
family, friends and party
supporters, said this election,
more than any of his previous
three, was a hard fight given
negative voter .opinion
throughout the campaign.:
"They were angry at the
man who leads this party and
who is the prime minister of
this country for whatever
reasons one can only
surmise." Steckle said. "This
man has been a good prime
minister the short time he's
been there and he certainly
did a great job in terms of
being the finance minister of
this country.
"I believe the people who
handled his campaign and
basically managed him—
throughout this campaign did
a lousy job. That's not what
some people would want me
to say but I'm going to begin

Arena debate continues
Seaforth arena capital improvements approved
By Susan Hundertmark
Expositor Editor
Seaforth will be playing hoc',key and
other on -ice sports this winter as Huron
East approved an amendment to the 2004
budget, paying close to $100,000 towards
capital projects - including new boards
for the Seaforth arena.
The hotly -debated issue
was again the subject of a
long debate at last Tuesday's
meeting of Huron East
council.
"When we go for a smoke
during the break, there may
be some fists flying," joked
Deputy -Mayor Bernie
MacLellan.
The issue of capital
improvements to the
Seaforth arena, including a
new furnace for the upstairs
hall at $12,000, new boards
and doors on the arena ice
should be used to pay for the upkeep of
municipal buildings.
"If we have to forget road construction
for a year, that's the way it's got to be. We
have to redirect money to pay for what we
have," he said.
But, Grey Coun. Alvin McLellan
continued to argue that Seaforth should be
expected to fundraise the
way the people using the
Brussels, Morris and Grey
Community Centre have
over the years.
,"We paid for our floor
scrubber, our boards and
new tables. We did that.
But, the people in Brussels
are going to think they're
craiy for doing that. We
might as well come and
bcg at this table for
money," he said.
"You open the door and
volunteerism goes out the
doors. This is a kick in the
butt to all our volunteers up north. We paid
our share and I don't think Brussels and
Grey should be paying for it (Scaforth's
arena repairs)," said McLellan.
Grey Coun. Mark Beaven added that
Brussels ratepayers have traditionally
fundraised for improvements to the arena
because the former municipality of
Brussels didn't have the money.
"The people using the arena had a choice
- they had to fundraise or it wasn't going
to get done."
McGrath conceded that Brussels might
be able to share with Seaforth the secret of
recruiting volunteers, saying

dressing room and lobby at $25,000 to
$30,000 and a new cleaning machine for
the floors at $8,000. was tabled at the last
meeting because the new Municipal Act
requires council to advertise any
unbudgeted expenditures after the budget
has been set.
.Last meeting, Tuckersmith Coun. Larry
McGrath said he wanted to make a motion
to dissolve Huron East because of his
frustration with councillors only wanting
to pay for projects in their own wards.
And, while he joked that he couldn't
make that threat a second meeting in a
row, he continued to argue that tax dollars

case against Canadian meat

BSE crisis.
"That is going to be one of
the first things I do given the
circumstances with the border
still being closed," Steckle
said.

Proposed child porn
bylaw a first in Canada
By Susan Hundertmark
Expositor Editor •
Huron East will
become the first
municipality in
Canada to fight
child pornography if
it passes a bylaw
requiring internet
providers located
within the .
municipality to
block kiddie porn.
Grey Coun. Mark
Beaven presented the bylaw
to council last Tuesday,
where it received first and
second reading.
"After last week's Holly
Jones trial , I sat and tried to
think what we could do here
locally. When I looked
through the Municipal Act, I
realized we had an
opportunity to show some
leadership," Grey Coun.
Mark Beaven told council at
last Tuesday's meeting.
Michael Briere, who
pleaded guilty recently to the
murder of 10 -year-old Holly
Jones, of Toronto, told the
court he committed thc
murder after viewing and
downloading child porn off
the Internet.
Beaven said the Municipal
Act's Section 1-50 gives
municipalities authority to
regulate businesses under the
conditions of health and
safety, nuisance control and
consumer protection of local
residents.
The bylaw will fine
any internet service
provider within
Huron East that fails
to install filtering
software from
$2,000 to $5,000 or
jail them for 30
days.
Howe ver ,
Tuckersmith
Communications
Cooperative (TCC), the only
internet server within Huron
East's borders said Friday
that thc bylaw may not be
feasible since any filter that
blocks child porn would also
block any legitimate
information, such as news
articles and studies, about
the topic.
"We don't have the
jurisdiction to block porn
sites. A law enforcement
agency would have to
pmyide us with a list of sites
before we could block
anything," said TCC
manager Sharon Chuter.
Chuter said it's impossible
for Tuckersmith
Communications to comply
with the bylaw the way it is
written and isn't sure how
the bylaw could be changed
to make it work.
"I hope the issue does get
escalated and goes forward.
