St. James student' grows hair four
years to donate to Wigs for Kids.

Four years ago, Stacie Van
Miltenburg, now a Grade 8
student at St. James School,
decided to grow her short hair
long with the sole purpose of
cutting it off.
She had heard of the Locks
of Love organizaton that
provides wigs to children
with cancer and wanted to
participate.
"I've known people with
cancer and I wanted to do it
just because I could," she said
Friday after cutting off her
foot -long braid in front of a
school assembly.
During the four years it
took to grow her hair, Van
Miltenburg said she was
inspired to continue when she
heard stories about friends
and family who had
experiences with cancer.
"I've tried to get other
people at school to do it but
most have their hair too short
right now. But, we raised a lot
of money," she said.
Van Miltenburg approached
her principal Fran Craig four
years ago, who helped her
locate Wigs for Kids in Ohio,
which provides wigs for
children at the London and
District Children's Hospital.
Craig told students that
anyone who wants to donate
their hair must have a 10 to

12 -inch braid that is clean,
dry and secured with a rubber
band and stored in a plastic
bag. The hair must not be
colour -treated.
St. James has also raised
$456.35 to go towards the
children's hospital in London.
And, now that Van
Miltenburg has had her hair
cut, she's going to grow it all
over again for another
donation.
"I'm going to do it again.
This is going to be an on-
going project," she said.
Council debates whether
arenas can pay operating costs

While Huron East council
waits for a response from its
three recreation boards and
the Tuckersmith Day Nursery
about whether or not they can
fund their operating costs,
council heard last week how
none covered their costs from
January to March in 2004.
"All three recreation
centres are close to their
projected
budgets but
it's going to be
a tough thing
if they're
supposed to
cover all of
their operating
costs. I think
those (January
to March) are
the best
months they're
going to have
all year," said
Deputy -Clerk
Brad Knight.
While the budget so far
shows Brussels, Seaforth and
Vanastra showing a surplus,
Knight said that when the
municipal levy is subtracted,
each returns to a deficit
position.
At Brussels -Morris and
Grey Community Centre, its
$20,747 existing surplus
becomes a $12,740 deficit
when the $33,487 municipal
levy is subtracted.
At the Seaforth and District
Community Centres, its
$8,247 existing surplus
becomes a $14,605 deficit
when the $22,852 municipal
levy is subtracted.
And, at the Vanastra
Recreation Centre, the
$13,053 existing surplus
becomes a $9,447 deficit
when the $22,500 municipal
levy is subtracted.
"They're going to be hard
pressed to break even because
they haven't spent any money
on capital yet," said Knight.
Deputy -Mayor Bernie
MacLellan suggested recently
that. all four bodies be
required to fund 100 per cent
of their operating costs and
leave the capital expenses to
council.
"It takes $1,300 a day to
break even on the budget. In a
busy season, it doesn't seem
that hard to accomplish but
apparently, they can't even
make that," said MacLellan at
last Tuesday's council
meeting. MacLellan later
corrected the figure to $1,000
a day.
McKillop Coun. Ferg Kelly
defended the arenas saying
that $1,300 a day would
translate into 13 ice hours a
day, which he said was
impossible to achieve.
"We might get half of that,"
he said.
Seaforth Coun. Joe Steffler
wanted to know why the
public works budget could
produce a $200,000 defict last
year and not receive the same
concern from council as the
deficits by the municipality's
recreation facilities.
"These arenas are allowed
to deteriorate to the point that
we can't open
the arena
because of the
boards. Why
don't we step
up to the plate
and bring the
arenas up to
snuff. Brussels
has done a
good job of
keeping up
their arena but
we've failed
miserably in
Seaforth and
Vanastra," he said.
"You name me one arena in
the Dominion of Canada that
breaks even," demanded
Steffler. "Ninety cents on the
dollar is a good return for an
arena."
Mayor Joe Seili said he's be
watching the public works
budget this year "with a fine-
toothed comb. We will have a
balanced budget this year."
Tuckersmith Coun. Larry
McGrath warned that the
community hall portion of the
local arena have to be careful
when they raise rates because
they're in a competitive
market.
"People have other places
they can go," he said.
Grey Coun. Alvin
McLellan said that maybe
arenas should be area -rated
(paid for out of the municipal
taxes of the wards that use
them) since Brussels manages
to keep its costs down by
using a large number of
volunteers.
"How are we going to do
that when everyone uses both
Brussels and Seaforth?" asked
Kelly.
"Then, tell the volunteers in
the north to quit or tell the
volunteers in the south to
come to the plate," said Seili.
MacLellan said the arenas
and the daycare should be
subsidized by council based
on the population using them.
"We have to justify it to the
people paying the bills at
some point," he said.
But, Brussels Coun. David
Blaney said that argument
was a dangerous one.
"We have to decide which
services define the
community and if we provide

them we have to pay for
them," he said.
Seili pointed out that all
three recreation facilities are
looking at ways to produce
more revenue.
Clerk -Administrator Jack
McLachlan added that arena
hoards are doing detailed
studies of their budgets to
determine where money is
being lost.
