Stiff fines recommended for tire dumping
Grey councillor says used tires in Huron East ditches are creating serious local problem

After colliding with a
used tire laying in the road
in Grey ward and receiving
$300 in damages to his car,
Grey Coun. Mark Beaven
wants council to implement
stiff fines for anyone caught
dumping tires where they
don't belong in Huron East.
Beaven brought the
concern to council on May
4 after learning from Public
Works Coordinator John
Forrest that Huron East staff
has collected 80 tires from
roadside ditches over the
past tw4o months.
"This is a serious problem
and I want ratepayers to
contact me personally with
ideas of how to deal with
it," he said.
Beaven proposed offering
ratepayers one day a year
when they are allowed to
bring four tires to the dump
for free to avoid the $3 to
$20 costs per tire now
charged to pay the costs the
landfill:; must pay to dispose
of tiresiti the small number
of recycling companies in
Ont2rio.
"Then, they don't have an
excuse," be said.
Thea second prong of his
plan includes a fine "with
four digits" for anyone
improperly disposing of
tires.
Seaforth Coun. Joe
Steffler said the fines won't
it's not local
work because
residents who
are disposing
of the tires
improperly.
"This has
been going on
for years.
Bandits are
going around
taking $2 to
dispose of
tires and then
they dump
them on the
back roads," he said.
"If there's a group going
around to solicit tires,
chances are they aren't
going to be reading your
bylaw," added Deputy -
Mayor Bernie MacLellan.
Tuckersmith Coun Larry
McGrath said the province
ought to be lobbied to create
a better tire recycling
program in Ontario.
"We should put them all
on the front lawn of
Queen's Park. There's a
gentleman here in town who
tried to get a program in
place to crumble tires and
all he got was roadblocks
from the province. The
problem is some idiot in a
high place who squashed it
all," said McGrath.
McGrath was referring to
Al Hines of Promat, whose
Seaforth company makes
livestock
mats from
recycled tires
and ships
them all over
the world.
In a phone
interview,
Hines said he
is forced to
go outside
Ontario to
buy shredded
tires to make
his product because Ontario
does not have a
provincially -supported
recycling program.
"They have a stewardship
board in other provinces
that makes sure taxes are
paid when the consumer
buys tires with the tax
money going to those who
collect the tires and those
who recycle them. We've
never used any Ontario tires
yet," said Hines.
Hines tried lobbying
former Huron -Bruce MPP
Helen Johns when she was
Agriculture Minister but
saw no results.

Huron Habitat
for Humanity
creates steering
committee
Habitat for Humanity has a future in helping to provide
affordable housing in Huron County. The lengthy process to
bring this to reality is currently underway. As the result of
pubic meetings that were held last year, a steering committee
has been established and has been meeting on a regular basis
for the last three months.
"We know that there is a need. We know that there is a
tradition of volunteerism in Huron County," explains Paul
Dyck, chair of the committee. With that in mind, the
committee has completed a housing needs assessment,
established a bank account, put together a committee
structure, and is in the process of a wide variety of other jobs
that need to be done in order to gain affiliate status.
All Habitat for Humanity affiliates must be approved by
Habitat's national office in Waterloo. This is a very lengthy
approval process that ensures that the affiliate meets all the
requirements for long term sustainability.
"We are not just building for today," explains Dyck. "We
want to ensure that this project is a tong term, county wide
organization that will be operative for many years into the
future."
After the work of the steering committee is complete, a
board of directors will be established and a wide variety of
committees will be established. The committees will look
after such things as fundraising, finance, family selection,
building and communications, among other jobs.
Habitat for Humanity Huron County has acquired a
database computer program that is in the process of being set
up. Anyone who signed in at the public meetings in Hensall
last fall will be included for future contact.
The goal is to establish a viable organization with long
term impact on Huron County housing needs. Once this is in
place, actual building will take place. The set-up process
should be complete in six to eight months and then the
process of actually building a house can be started.
Habitat for Humanity Huron County is a non-profit
independent housing program dedicated to the elimination of
poverty by building homes in partnership with families in
need.
Five charged after
fight in Goderich
Street parking lot
Huron OPP
Four men and one 17 -year-
old female were charged by
Huron OPP after a fight in
the Goderich Street parking
lot in Seaforth on May 7 at
1:30 a.m.
The four men, aged 19 to
21, from Stratford, Mitchell
and Dublin, were arrested
and taken to the Huron OPP
detachment overnight land
charged with being
intoxicated in the public
place.
The 17 -year-old was also
charged with a liquor
violation.
Several people were
involved in a fight in the
parking lot and one man was
taken to hospital with minor
injuries.
Mitchell man charged
with mischief under $5,000
A 22 -year-old Mitchell
man was charged with.
mischief under $5,000 after
he damaged the front door of
the Red Maple Inn in
Vanastra while he was being
escorted from the bar on May
9 at 2:15 a.m.
Huron OPP were called to
the bar over a problem with
several patrons who were
removed by a bouncer
because of aggressive
behaviour towards staff.
The Mitchell man was held
overnight and released the
next morning. He is
scheduled to attend court in
Goderich on July 5.

"The Vancouver plant
feeds into the Japan market,
the New Brunswick plant
feeds into the European
market and a Seaforth plant
would nicely feed into the
U.S.," he said.

The Municipality of Central Huron is pleased to announce the 3rd annual Central Huron
Facade Grant Program. The Program will continue to include a signage improvement
program. The Municipality has set aside funds to assist property owners within the
Business improvement Area (BIA) of Clinton in the expansion or improvement of the
building facade and for all areas outside of the BIA for signage creation or improvement.
Budget
The total 2004 Facade Grant Program budget has been set at $15,000.00. The funds will
be distributed under Program #1 (BIA Building Facade) to a total of $10,000.00 (a
maximum of $1,000.00 per application) and under Program #2 (Signage) a total of
$5,000.00 (a maximum of $500.00 per application). The funds will be distributed for
either program on a "first come first served" basis. Funding may be in the form of a cash
or in-kind contribution.
To Qualify
Program #1 - The structure for the proposed enhancement must be located within the
Business Improvement Area of Clinton as defined in the former Town of Clinton Bylaw
20-1979. Program #2 - The signage to be erected or improved must advertise an
operating business within Central Huron. In either case, the proposed facade or signage
improvement must enhance the "cosmetic" appeal of the structure from a streetscape
viewpoint. The applicant must be prepared to complete the project within the calendar
year. It is understood that the applicant will be reimbursed the grant amount following
the completion of the works and submissions of all project receipts. Successful
applicants will be required to submit a post project report identifying the use of the
funds.
