"We've had a few people come in and say they went to the Goderich complex and then came here when they found out how expensive it was in Goderich," Vanastra manager Lissa Berard told Huron East council last Tuesday. Family membership for a year in Goderich is over $1,000 while family membership in Vanastra is $338. While members have to pay extra for swimming lessons in Vanastra, Berard pointed out that members wouldn't be paying close to $700 for the extras that arc not included in Vanastra's membership fees. "Hopefully we can keep our rates low and keep benefitting from the difference," she said. Berard added that Goderich's large advertising budget promoting fitness and healthy lifestyles is also Sending new members to Vanastra. "Goderich is promoting health and that's what we want to do but we can't afford to promote it like they have. Their advertising is sparking interest and bringing new members here," she said. While memberships at Vanastra totalled $21,000 in 2002, Berard said the totals from memberships have increased to $35,000 in 2003 and she hopes to see that trend continue. "We hope to get as many people into this facility as we possibly can," she said. Berard also attributed the increased number of members to the recently upgraded fitness room and the in-house trainer Ken d&Vries, who is a six -time Canadian weightlifting champion. "He gets them enjoying weight -lifting and then they get hooked on it. Once they get going on it, they go crazy if they can't come,". she said. Members arc joining from Seaforth, Clinton, Bayfield, Exeter, Hensall, Zurich and Blyth. "We have a broad geographical region people arc coming from," she said. approved two agreements with the Municipality of Central Huron: one development agreement regarding the board's site plan for the new St. Joseph's site, and another setting out how funding will he allocated for the provision of services and the development of an unopened road allowance extending from Princess Street. Trustees also accepted the lowest of eight tenders submitted for the construction of the new school, planned for a property adjacent to existing schools in the east end of Clinton. Tenders for the project closed Jan. 19, with the low bid coming from Bronnenco Construction of Ilderton, at a value of $2,936,622. According to business superintendent Gerry Thuss, the agreements with Central Huron and the approval of the Bronnenco bid put the board in the position of foreseeing the project completed by the end of 2004. Aside from the servicing and school construction, the only other outstanding work should be some minor yard improvements, he explained. Until now, the steps taken by the board toward the construction of the new St. Joseph's Clinton have come in tandem with steps toward the relocation of St. Mary's Hesson. Those . include architectural drawings and preliminary site plans. At previous meetings, Thuss informed trustees these services were being shared between the two facilities in order to decrease costs. However, the St. Mary's project presented a more complicated challenge for the board, first because some residents of the Hesson area resisted the relocation to Listowel, then because there wasn't a suitable, readily -available property in Listowel currently zoned for educational purposes. In an interview following the Feb. 2 meeting, Thuss explained the board's application for rezoning the Listowel property has only just been submitted, and the board hopes to initiate a tendering process .for the relocated school "in the next couple of months." As a result of the diverging timelines, as well as the distance between the two communities, the two projects will no longer continue in tandem. "They're too far away from each other to he considered joint projects," Thuss said. Brodhagen campground owner angry at tax assessment By Sara CampbeN Expositor Staff A local campground owner is angered by tax assessments on trailers that could put many parks out of business. "It's going to cause a lot of hardships. This could put 100s of parks out of business," said Otto Schneider, owner of Woodland Lakes Camp and RV Resort, near Brodhagcn. Schneider said assessments, by the Municipal Property Assessment Corporation (MPAC), arrived in December leaving campground owners trying to collect taxes from trailer owners. "The first time I heard about the assessment issue was in November of 2003," he said. "We were all ready closed. We never had a chance to approach our campers about the issue." Although Schneider said his park has not been assessed many of his 125 seasonal campers were left asking when their assessment would come. But, he added that he was told his park may not be assessed until late 2004 or early 2005. "Soule trailers may be assessed and some not. It's not making any sense," said Schneider, who is a member of the Ontario Private Campground Association (OPCA). In a letter to campground owners, OPCA stated that under MPAC's criteria, any person with a unit greater than 8'6" in width (not including tip -outs), or any sized unit with a "Florida Room," will be looking at additional tax being payable on their trailer for the camping seasons of 2003 and beyond. Of the more than 1,000 private parks in Ontario, only 380 parks were assessed and 90 were estimated and "hold no true values of units in parks but carry a hefty bill based on those estimates," said the letter. Schneider said assessments were done on some trailers for the 2001/2002 but not for the 2003 and not all campgrounds have been re- assessed for that taxation year. "The way it was done, it's just so hard to believe," he said, adding campground owners are being forced to collect taxes for the assessments which arrive retroactively, • "How can you tell a business your taxes will he retroactive?" he said. "It's seems like another move by the government to collect money." He said both campground and trailer owners have until March 31 to appeal assessments. But, he added many campground residents are away or have moved out in the past year leaving campground owners responsible. "It's unfair that campground owners arc being held responsible for liability," he said. "It's unfair for the campers who are only here maybe five months of the year to have to pay these taxes on top of other taxes. "These campers are seniors or families and this is their only means of a vacation. If they can't afford this, then they'll leave and that will put the campground owners out of business." Last month, Huron East council supported a resolution from the Municipality of West Elgin to request the Minister of Revenue pass a regulation to exempt the omitted assessment for trailers for the 2003 taxation year. t
