Thanks again. - Mackenzie 47- 07x1 THE HURON EXPOSITOR, FEBRUARY 11. 2004-e Huron East will explore contracting g road maintenance to cut 2004budget By Susan Hundertmark Expositor Editor Whether or not contracting out road maitenance will reduce Huron East's costs will be explored during budget deliberations for 2004, council decided at its Feb. 3 meeting. "I'm not saying I'm for it but has it ever been thought out?" asked Brussels Coun. David Blaney. McKillop Coun. Sharon McClure asked if Huron County tenders out its snowplowing, whether Huron East council benefit doing the same. Seaforth Coun. Joe Steffler, who works for the Huron County roads department, said the county can't compete with contractors when it comes to snow removal. "The costs are greater in Seaforth with our own equipment because of overtime," he said."I'd hate to see the municipality lose equipment but we're a business now and we can't compete." Deputy -Mayor Bernie MacLellan argued that public services cannot be done cheaper by private companies. "Whoever's going to do it will do it at a profit. We're trying to do it at break even," he said. He also said contracting snow plowing will logically lead to contracting road construction, since the same equipment is used for both jobs. "We don't want to use our equipment only half of the time," he said. Seaforth Coun. Lou Maloney said the fact the municipality tenders out grass cutting is proof that savings can be made by contracting out municipal services. "What arc you going to do with all the men and equipment we have?" asked Deputy -Clerk Brad Knight. Steffler suggested that attrition could he used to downsize both staff and equipment. But, MacLellan responded that if significant savings could be realized by contracting out road maintenance, he didn't want to wait, "If we did a study and found out we could job out road construction and snow plowing, I won't be willing to wait for 10 years for attrition. We might as well accept it and move on," he said. But, Blaney urged some caution. "I'd like to approach it in smaller increments and see if it works out," he said. GST rebate will give Huron East close to $150,000 While Huron East is anticipating $125,000 to $150,000 back from the federal government sometime this month when Canadian municipalities receive a GST rebate, Deputy -Clerk Brad Knight said administration will be ignoring the rebate until council balances the 2004 budget. "We're looking at getting the budget balanced as it is without thinking about it since we have a deficit from last year," he said during a phone interview last week. Huron East's deficit from 2003 is close to double the GST rebate at $250,000. Forrest wants to save money on gravel roads Replacing gravel on Huron East's roads every three years instead of every two is one cost saving Huron East Public Works Coordinator John Forrest wants to explore. Forrest told council at its Feb. 3 meeting that he thinks he can save $80,000 by extending the traditional two year period. "Gravel is not getting any cheaper and if we can make it last, we should do it," he said. But. McKillop Coun. Sharon McClure said she wasn't sure rural ratepayers in her ward would be happy with the idea. "McKillop ratepayers were chewing last year about not getting enough bang for their buck. I don't know if they'll go for the sideroads being gravelled every three years," she said, adding that all the concessions in the ward are paved. Tckersmith Day Nursery reduces deficit by $32,000 Tuckersmith Day Nursery is reducing its deficit this year by $32,000, ending up with a planned deficit of • $37,223, manager Cheryl Nuhn told council at its Feb. 3 meeting. "To promote interest and increase enrolment is our main goal this year," she said. Nuhn said that the daycare is joining with the Vanastra Recreation Centre to promote their programs together, featuring daycare services as part of the recreation programs. "(Vanastra Rec Centre manager) Lissa (Berard) will ask if they require childcare and promote the two facilities as one," she said. Other ideas include sending cards to all new parents in the area, having a buddy day where the friend of a regular daycare student can come for free and offering one free day of daycare if families book a whole week of care. "That's a heck of a drop from last year," responded Deputy -Mayor Bernie MacLellan. MacLellan added that he wanted ' to see the Tuckersmith Day Nursery's deficit for 2001 close to the $27,400 the daycare pays the recreation centre for rent.
