Food parcels turned away
as FDA tightens regulations

At least one person has
been turned away at the
Canada Post office in
Seaforth and more are
expected after the United
States Food and Drug
Administration (FDA)
announced that prior notice
is required for every food
type shipment for
consumption.
Canada Post recently
issued a press release
stating that the U.S.
government has added new
regulations to their Public
Health Security and
Bioterrorism Preparedness
Act regarding food articles
mailed to the U.S. that will
be effective Dec. 12.
"This comes at a bad time
since Christmas is only two
weeks away. There is a
number of people sending
packages around the world,"
said Tom Creech,
communications officer for
Canada Post.
In a press release from
Canada Post it stated, "An
food type shipments,
regardless of value, sold or
sent as a gift, will require a
United States Customs entry
Prior Noticc and approval
from the FDA before the
item leaves Canada. Any
food type package sent to
the U.S. that does not have
the pre -approved FDA label
attached will be returned to
sender at the sender's
expense."
Excluded from the prior
notice rule is food made by
an individual in his/her
personal residence and sent
by that individual as a
personal gift to an
individual in the U.S.
"What the general public
has to do if sending a
package to the U.S., is know
where it was purchased and
who and where was the
product made," said Creech.
He said if an individual
was sending a box
chocolates that they
purchased from a business,
whether a large company or
a small store, it may be all
ready pre -registered and
approved with the FDA.
However, Creech said if
there is not a pre -registered
approval, an individual can
get prior notice approval by
contacting the FDA at 301-
575-0156 or visiting the
website www.fda.gov. He
added that there is no cost
for prior notice and it may
only take one business day
to process.
Prior to the FDA prior
notice, Creech said there
was regulation for
individuals wishing to send
fruits and vegetables but
this new regulation is a
reflection of the Sept. 11
terrorist attack.

proper packaging. For
example, it's important to
ensure the item being sent
does not leak or has any
liquid going out which
causes concern," he said.
"It's about protecting the

health and safety of the

Creech said no complaints
of the new U.S. regulation
has been br,ought1 to his
attention but is expecting to
hear concerns. He said
people should become
aware of the dangers with
shipping any packages.
"There's always a risk of
sending foods, whether it
may not be delivered
properly and spoil or get
sent back," he said. "It's
easier to send a sweater than
sweets."
