A Ministry of Transportation road crew working in the area of Highway 8 and Mills Street (Road 180) found fuel in the soil while drilling for a catch basin last month. Who pays for the cleanup isn't clear because land in the area is owned by the county and the province, said county roads manager Bentley Ehgoetz. 'There will be some large costs involved," he told council Nov. 20. Perth Fast deputy mayor Ian Forrest suggested council set up an environmental reserve fund to prevent getting hit by surprise expenses. "It could throw us for a loop if we come across an environmental problem in the future," he said. 'The potential is there; we should have something to guard against it." West Perth mayor John Van Bakel said the Ministry of Transportation should have some financial responsibility because it's the ministry's project. Ministry of Environment tests determined that soil was polluted with either gasoline or diesel fuel. The ministry ordered 250 cubic metres excavated late last month. The soil was deemed non- hazardous and sent to the West Perth landfill, said Lisa Ross of the MOE's London office. Roughly another 250 cubic metres was excavated earlier this week after additional testing found the fuel contamination was more widespread than first thought. Ross said the ministry also took samples from the nearby Thames River and some homes which get their drinking water from wells. Test results aren't expected until next week, but Ms. Ross said it's unlikely the river and drinking water samples will show signs of fuel ontamination. "This is being done just as precaution," she said. Ehgoetz said there have been no complaints about drinking water from residents. How the fuel got into the soil isn't known. There is a gas station on the southwest corner of the intersection near the excavated site and there used to be a gas station on the southeast corner of the intersection years ago. "We're not pointing the finger at them," Ross said. The fuel could have been spilled during a traffic accident, she said. The cost of the cleanup could be recovered if the source of the spill is found Mayor Van Bakel questioned the wisdom of dumping contaminated soil on a landfill. "It gets spread on the surface (at the landfill) and a lot of it evaporates into the air," said Ehgoetz. 'The soil is less harmful than rotting garbage."
