Council questions adopting health unit's bylaw

a request from the Huron
County health unit to adopt
a standing water bylaw that
would prohibit breeding
areas for mosquitoes that
spread West Nile virus.

expressed some doubt that
Huron East would benefit
from the bylaw.
"By adopting it, we could
be putting ourselves in a
spot we don't want to be in.
I'm not sure we need this
bylaw," he said.
Tuckersmith Coun. Larry
McGrath agreed that Huron
East does not need to adopt
the bylaw.
"If it's a Huron County
bylaw, we report it to them
and they have to go to the
trouble of getting people to
do it," he said.
Brussels Coun. Joe Seili
said he thought it would be
difficult to get ratepayers to
comply.
The standing water
bylaw, would allow an
inspector to issue an order
for rural and urban property
owners to drain, fill in,
remove, treat or agitate
continuously, any standing
water that is regarded as a
public nuisance because it
has become a mosquito
breeding place.
Standing water that
would not be covered by
the bylaw includes water
present on land designated
as agricultural, natural
environment or extractive
resources, the roof of a
structure or building, a
highway, driveway, parking
lot or walkway. It would
also not apply to water that
has been treated or is being
agitated.
Arena reserves
An arena reserve fund
was proposed for next
year's Huron East budget at
council's Oct. 7 meeting.
"We don't fundraise for
graders or trucks - we
anticipate that we need one
and budget for it. The
chiller incident at the
Seaforth arena put us into a
financial bind and I feel
uncomfortable that we've
ended up fundraising for
the chiller," said
Tuckersmith Coun. Larry
McGrath.
McGrath said he'd like to
see council consider a five-
year plan for each
recreation facility in the
municipality and begin
putting aside money for
items that will eventually
need to be replaced.
"We have heating
equipment and roofs in
these facilities and they all
have a life expectancy. We
have some stuff that's 25
years old now and we need
a budget for them. These
are public facilities," he
said.
Mayor Lin Steffler
responded by saying that
creating reserve funds is
part of the budgeting
process and council will
have to make sure that
arena reserve funds are not
cut at the council table
during budget deliberations.
"You'll be sitting at this
table next year," she said to
McGrath. "It'll be up to you
to see that it starts."
County reviews rural ambulance service

In his report to council at
their Oct. 2 meeting David
Lew, manager of land
ambulance operations,
presented statistics for the
station, which responded to
364 calls between April 25
and July 31.
He noted that while 274
of those calls were backing
up other stations in areas
such as Goderich, Exeter
and Tuckersmith, the
station helps to keep other
vehicles in their home base.
The Bluewater station
currently services the areas
of Zurich, Varna and
Bayfield.
"From an EMS
(Emergency Medical
Services) perspective we're
leaving the other vehicles
in their primary response
area, therefore reducing'
response times," Lew said.
Funding for the
Bluewater station was to
run out Oct. 17, but Neil
Rintoul (Ashfield-
Colborne-Wawanosh)
recommended the funding
be extended because the
statistics prove "it's
obviously a required
service."
However, Ben Van
Diepenbeek (Ashfield-
Colborne-Wawanosh)
emphasized that there were
other areas in the county
that are also under -serviced
and deserving of attention.
"We should be willing to
look at the Amberley area
as well and even go as far
to review under -serviced
areas all over the county,"
Paul Klopp (Bluewater)
said. "It's not just about the
money, it's about the
people."
Council then passed a
motion to continue funding
for the Bluewater
ambulance until Nov. 15,
which would give them an
opportunity to hear from
the province regarding
funding and for further
discussion on the issue of
rural emergency services in
other areas.

OPP warn motorists to watch
for deer after 191 collisions

With 191 deer collisions in
Huron County so far this year,
motorists are advised to be
observant, scan ahead, watch
for red eyes and remember
seeing one deer means others
are in the area.
Sr. Const. Don Shropshall
said that over the last three
years, there have been close to
900 deer and vehicle
collisions in the county. Last
year's total set a record of 343
collisions, he said, with many
occurring in September,
October, November and
December.
"At this time of year, deer
are particularly active as they
cover more ground in search
of food and suitable mates,"
said Brad Gerrie, enforcement
supervisor for the Ministry of
Natural Resources Guelph
district. "People should be
especially careful driving at
dawn or dusk when wildlife is
most active."
, Gerrie said deer rarely travel
along, so when motorists
should see one deer they
should be prepared for the
sudden appearance of more.
He added that motorists
should also be particularly
careful where roads cross
creeks or rivers, divide
wooden corridors, bisect fence
rows or where field edges run
perpendicular to the road.
"Motorists are urged to
monitor their speed,
particularly at night and avoid
over driving the illumination
of headlights," said
Shropshall. "Scan the
highway ahead as' far as
possible, with special attention
to the fence lines."
He said if an animal is
spotted, slow down and be
prepared to stop - deer are
fast moving, can jump onto
the road quickly and may be
accompanied by several more.
Shropshall said roadside
signs alert drivers to regular
crossing areas but animals can
venture from their regular
trails and bound out onto the
highways, unexpectedly.
"It's up to motorists to avoid
the hazard." he said.
Truck stolen from Main Street
A beige/silver 2001 Chev
Silverado Quad pickup truck
was stolen from the Main
Street of Seaforth on Oct. 7,
sometime between 1-4 p.m.,
reports the Huron OPP.
The truck, with Ontario
licence plates 217-3KS, was
carrying a set of Titleist golf
clubs and a Taylor made
driver and four wood, valued
at $4,000. Also in the truck
were three sets of golf shoes,
a rain suit inside and a
wooden cabinet that was
purchased the night before.
Anyone with related
information is asked to call
the Huron OPP or Crime
Stoppers.
Driver charged with
failing to remain at crash
A 78 -year-old Vanastra
man has been charged with
failing to remain at the scene
of the accident and driving a
vehicle without a license after
striking a sign on Oct. 6 at
the intersection of Britannia
Road and Bayfield Road in
Goderich, report the Huron
OPP.
An officer traveling near
Holmesville pulled over the
dark coloured 1997 Chevy
SIO pickup truck as it was
missing a license plate that
was located at the crash site.
The truck also had damage
consistent to the road sign.
He will attend court in
Goderich on Nov. 20. •
