Winch cliaractemzed the meetin,g
throughout, leaves no room for
doubt but' that Mr. McMillan will be
victorious over Andrew Hicks, form-
er ILEX). whip and Conservative
candidate, since all indications
point to a straight tight:
Mr. McMillan, contrasted the un-
failing obstruction ef the Conserva-
tives for six long months with Sir
Henry Drayton's statement, as act-
ing leader of the shadow govern-
ment, that he saw no reason :why
the estimates, prepared by the King
Government, but up till that point
bitterly assailed by Mr. Meignen and
his followers, should not be passed
without further debate. He char-
acterized Mr, Meighen's actions, in
advising Lord Byng of -his ability to
carry on when he could not do so
and later his bolting of the doors of
P.aeliament and summary dismissal
of the members, as a' clear ease of
theft of the people's rights in glar-
ing disregard of the 'Canadian con-
stitution. Refraining from any ref-
erence to the Conservative refusal
of a pair with him atethe time of bis
wife's death, Mr. McMillan did take
occasion, however, to declare amidst
applause that he had never in any
way 'disregarded any pair he had
leivaereumtade while a member of Par -
Following Mr., McMillan, brief
,speeches were made by Fred G.
Sanderson, St. Marys. former mem-
ber for South Perth, and again the
Liberal standarn-bearer there, and
Owen E. McGillicuddy, Toronto, son
of the late Daniel McGillicuddy, ed-
itor of The Goderich Signal for
many Years and himself author of a
biography of Rt. Hon. W. L. Mac-
kenzie Ring. "The Making of . a
Premier," and other works.
Mr. McMillan placed squarely on
Mr. Meighen's sh.oulders the full re-
sponsibility of the theft of people's
rights. He declared that the Al-
berta election and the return of -the
natural resources to the province,
together with unfounded stories con-
nected with the customs department
had been drawn in. as red herrings
in connection with the customs com-
mittee report to bring about the
downfall of the King Government.
"Mr. Ring asked Lord Byng for
dissolution because he knew Mr.
Meighen contcl not comm.and the
confidence of the House. Mr. Xing
was the mouthpiece of Parialment,
responsible to Parliament, and Par-
liament is responsible to the people.
The dictum. 'The crown can do no
wrong,' still stands and thereeore
upon Mr. Meighen falls the respon-
sibility for the ridiculous position
in the House.
"It was the most painful and piti-
ful thing I have ever seen in public
life for Sir Henry Drayton and his
five fellow acting ministers to have
to admit to Mr. Ring that they had
not taken any oath of office. Mr.
King looked like a teacher question-
ing a class of schoolboys. The
manly thing for Mr. Meighen to have
done when..he wag defeated was to
have adv4sed Lord Byng that he had
deceived him when he said he could
carry on, and have resigned. But
instead he assumes the role of the
autocrat, 'bolts the doors of Parlia-
ment, d.ismisses the -members with-
out notice or even the common de-
cency of calling them together to ex-
plain the situation' and have Liberal
legislation, passed by the House,
given royal assent. *
"arr. Meighen never mentioned
the C.N.R. in his Ottawa speech. He
did not say that he had Mr. Black
ae minister, of railways, a• man who
is a bitter enemy of the Q. N. It.
system, or that Mr. Patene, ude, min-
ister ,of justice is head and glove
with the Montreal interests, of that
Mr. Bennett, minister of finance, has
always been a C.P.R. lawyer.
Mr. Sanderson paid tribute to Mr.
McMillan as a hard and energetic.
worker in the House and one of the
most esteemed members of Parlia-
ment. He asserted that as Ontario
Whip, he happened to know that Mr.
1V1cMillan had lived up to every pair
he had made, and added eliat the
Conservative refusal of a pair to Mr,
1V1e1VIi1lan at the time of his bereave-
ment was the most inhuman act in
parliamentary- history. ,
He declared the Iegistation by the
Ring Government was the mos-apro-
gressive in the interests Of the people
taken with the Robb budget, since
Confederation. He warned agninst
the Conservative claim that they are
moderate protectionists When, as a
matter of fact, they are tied to high-
er- and higher nroteetion. He held
that it was to put the cart before
the horse in placing our manufac-
turing ahead of our, agricultural in-
dustry.
"The Conservativee Would like to
have the country believe that we Lib-
erals. are a lot of thieves, thugs and
sneugglerrs." concluded Mr. Sander-
son amid. laughter, "but it is large-
ly a whispering campaign arid has
no foundation in fact." .
