Bluewater drops Lakeshore road project

The Municipality of
Bluewater has dropped a
citizen -led project to assume
east -west Lakeshore roads in
favor of concentrating on a
new roads policy and
standards.
Two recommendations
from Roads Committee
chairwoman Dianne
Denomme were approved in
a recorded vote. Nine out of
10 councillors (Paul Klopp
being the dissenter) agreed
with Denomme.
"I would not recommend
that council proceed with a
project to assume all
unassumed roads as is west
of Highway 21 within the
Municipality of Bluewater,"
read Denomme from a
statement at Monday night's
council meeting.
Eight reaseks were listed:
1) no roads policy and no
construction standards
2) assumption brings an
obligation to maintain the
road and liability for its non -
repair and maintenance.
(Denomme quoted a section
of the Municipal Act to back
this statement.)
3) a number of existing
roads aren't safe for grading
and snow removal
machinery, placing the
operator at risk and risk of
damage to private property.
4) question of ownership
of certain roads.
5) drainage issues
6) MTO distance
regulations regarding access
roads onto Highway 21
which may require interior
roads
7) land surveys, purchases,
relocation of utilities and
removal of obstacles.
8) 'The time has come that
we must realistically
consider the enormous cost
of assuming approximately
40 kilometres of roads in
their current condition. We
must recognize the financial
impact this would have on
the ratepayers...who are
currently struggling with the
cost of complying with
provincial regulations to
upgrade wells, lagoons and
the installation of new
municipal water systems.
Council also approved a
second recommendation that
the public works manager
Ross Fisher and Clerk -
Administrator Janisse
Zimmerman draft a
municipal roads policy with
various roads standards.
During the meeting, staff
felt they could have a draft
for council ready sometime
in February.
Deputy Mayor Paul Klopp
vehemently requested to
have one or two councillors
sit on a committee with
Fisher and Zimmerman to
work on the draft policy. He
felt the presence of
councillors would ensure
two-way dialogue.
"Who better to put a policy
together than Janisse and
Ross? Council accepts or
denies and the people or the
municipality brings (the
roads) to that standard and
comes to the municipality
for assumption," said Mayor
Bill Dowson.
"Council would only
consider a policy that's fair,"
said Dianne Denomme.
"We're ignoring the people.
We need Lakeshore
representatives to review
this. I thought you were
closing the door," said Coun.
