"We're in a critical state and are currently running on a deficit until the end of the year," said Terri Sparling, executive director of the Huron -Perth Centre for Children and Youth, which oversees the program. Right now, the program is running on a bare bones model and the cost is $750 a month or $9,000 for the entire year. So far, there's only $3,500 for the program next year at this point, said Sparling. The Huron -Perth Centre is launching an appeal to the community and a fundraiser. If this doesn't yield immediate response then the program will not go forward. There are also three prints available for sale that are framed and double - matted. They will be available in the next couple of weeks and the net proceeds will go towards Group Delta. The prints will be selling for $200 each. With events like what happened in St.Marys in the summer, with two domestic murder -suicides, Sparling said she has every reason to believe the community should be concerned about the program being shut down. "It shouldn't be funded by donations but for the short-term that is what is needed," said Sparling. They are putting together a proposal to the Ministry of the Attorney General for long-term funding. Group Delta is a group counselling program to help men stop violence against women - wives and female partners. The program has been running since 1983. It was originally initiated and fully funded by the Ministry of Social and Community Services until 1995. It ran as a companion program to violence against women funding, said Sparling. In the early 90's violence against women funding was changed so the funding no longer covered men's counselling groups, said Sparling. The government was clear that they wouldn't fund the counselling anymore through the violence against women funds but they also didn't allocate anywhere else the funding would come from. The Huron -Perth Centre for Children and Youth was established to deal with children's mental health problems, but programs such as Group Delta and Group Renascence for male abusers and their female victims is under their umbrella because of the harmful effects witnessing domestic abuse can have on children, said Sparling. "Our continued commitment for providing a treatment program for perpetrators of family violence relates to our clinical experience in treating children and youth experiencing mental health problems (depressions, anxiety, trauma, difficulties in school/community and aggression) in part created by witnessing violence in the home," said Sparling. For a couple of years, the program was stopped because of lack of funding, said Sparling. At this time there was what she termed a "dramatic effect on the sense of vulnerability women were experiencing leaving a relationship because they felt it was better "not to rock the boat," because they wanted their partner to get help. There are not many women in an abusive relationship that want the relationship to end they just want the abuse to stop, said Sparling. Group Delta has been operating by the goodwill of the Huron -Perth Centre and occasional donations from the Women's Shelter, which has been "fabulous," said Sparling. Group Delta has two part-time facilitators, one paid from United Church funds and one given time from their employer the Ministry of Correctional Services. Clinical supervision is donated by the Centre's Staff who work in consultation with staff from the Renascence Program, the women's support program, also offered by the Huron Perth Centre for victims of woman abuse. The only costs we have are those of the therapist to run the program. "Staff and referral sources view Delta as a primary treatment program for men and a prevention program for children and youth," said Sparling. Group Delta is a group counselling program for men who have abused their wives and female partners. Men may come on their own freewill but most have been recommend to attend by court order, probation order or on the recommendation of their lawyer. Group facilitators draw from a variety of resources including The Group Delta Handbook, written by the groups first facilitator, and a set of five videos on the 5 A's of accountability and the unpublished training modules prepared by Dr. Carole Tremblay. Weekly group sessions hold men accountable, confront about any new episodes of violence and endeavour to teach alternative means of resolving interpersonal problems. Contracts with men require them to participate in group sessions, give consent for partner contacts and consultations with Renascence staff and work to end violence in their lives. T h e average time in the program is 4-6 months with some men staying in the program for a much longer time if needed and the severity of the problem requires more treatment time. Group Delta also works in conjunction with Group Renascence, a support group for women who have been abused by their partner. Group Renascence counselors phone the partner of the men in the Group Delta program monthly to see if there have been any incidents of abuse. This works for two reasons, said Donna Hansen, coordinator of Group Renascence, what is abusive is usually decided by the victim of the abuse. It's also a positive reinforcement for the men if their partner confirms that they are doing better, and they are better able to chart their progress with their counselling. Renascence calls the partners of men in Group Delta once a month. Even if the couple is not living together. "Men know that there's a check-in if they are not coming clean at their counselling group," said Hansen. With Group Delta and Group Renascence working side by side both groups arc getting the same information that abuse is wrong, and using physical force to get your way is wrong. "If we lost Delta then we are just working with half of the equation," said Hansen. Another aspect that is being emphasized with violence against women programming is putting a stop to violence continuing generation after generation. Boys need to learn that they don't have to be controlling to be a man, and girls don't have to be beaten up to be in love with someone, said Hansen. Stopping the cycle, lends some urgency to the work that's being done, said Hansen, and to achieve the best results the counselling has to be continuous.
