Last July, county council voted to reduce the number of ambulance stations from six to four, when they took over ambulance management, Jan. 1, 2001. Currently, ambulances are being housed in temporary locations throughout the county. Goderich Two properties were being looked at to house the ambulance permanently in Goderich. The Selinger Property, on NOTICE OF PROPOSED BY-LAWS TO STOP UP AND CLOSE AND TO SELL ROAD ALLOWANCES NOTICE IS HEREBY GIVEN that, pursuant to the Municipal Act, R.S.O. 1990 Chapter M 45 and other powers enabling, the. Council of the Corporation of the Municipality of Huron East proposes to enact a By -Laws as described below for stopping up, closing and selling road allowances. The proposed By -Laws and description of the lands affected may be viewed in the Municipality Office of the Corporation of the Municipality of Huron East at the address hereinafter noted. The Selinger Property is serviced by natural gas, hydro, municipal water, storm and sanitary sewers, telephone and cable television. This location requires nothing further and•is zoned general industrial. The County approached the owner with regard to selling a half acre parcel owned by his mother. In discussion the owner wanted to know what the county thought the property was worth. The county quoted the appraisal which suggested $20,000 for a half acre. Selinger did not think that was enough. The County is awaiting a further response from the owner. If suitable arrangements cannot be made the county will consider building on the Tiger Dunlop location. Coun. John Doherty, Goderich Deputy Mayor, said he is not an appraiser but he knows an acre and a half of serviced land in Goderich sells for about $50,000. "It is an insult to someone's intelligence to offer half an acre of serviced land when it it goes for about $50,000," he said. "Offer them a fair price then see what they say." Doherty was told by clerk -administrator Lynn Murray that the county was not making an offer of $20,000 but the figure was included for discussion purposes only. In comparison to the Selinger property the Tiger Dunlop location has natural gas, hydro, telephone. This location requires a well at a cost of $10,000 to $15,000, a septic system at a cost of $5,000 to $8,000 and possibly traffic signals at a cost of $15,000. The Tiger Dunlop location is county owned property and exits directly onto Hwy. 21 directly across from Saltford Road. It has often been critisized for being too far out of the Town of Goderich and for exiting onto a busy highway. Clinton/Seaforth Four sites at the intersection of County Road 15 and Highway 8 are acceptable for a permanent ambulance location. Most of the concerns raised at county council were by councillors concerned about the station being built on prime agricultural land. There are four sites that were being looked at in Clinton but county council narrowed it down to one site a property owned by John Van Dooran on the south-west corner of Kinburn Road and Highway 8. Egress is directly onto Highway 9. The county is investigating with the Ministry of Transportation the possibility of egress onto Highway 8. Failing approval, access will be onto Kinburn Road although the County or township will have to clear approximately 250 feet of this roadway during th winter. Kinburn Road, at that location is not maintained in the winter. The location is serviced by natural gas, hydro and telephone. The location requires a well at a cost of $10,000 to $15,000, a septic system at a cost of $5,000 to $8,000 and a minimum amount of fill. The asking price for the property is $40,000. Exeter County staff was directed by County Council to explore further sites in Exeter. The Smith Peat Roofing building, which is currently used as the temporary ambulance location was being explored as an option for the permanent station. The Smith Peat building is located at 120 Thames Road West Exeter. The egress is directly onto County Road 83 and is excellent. The Agriculture, Public Works and Seniors Committee of January 10. 2001. The owners do not wish to sell the building but have offered a lease for 15 years at at a cost of $3.100 per moth plus GST. cost indexed at five year intervals. The location is services by natural gas. hydro. municipal water, storm and sanitary sewers. telephone and cable television. The site requires owners will need to build own building before full use of facility is available. nothing further required. Zoning for the site is commercial. Wingham The existing ambulance station is in a suitable area for response purposes although negotiating residential side streets. a school area and a 40 km/h speed zone before reaching a main thoroughfare is of concern. Space restrictions are evident and there is no apparent opportunity for increasing the facility to three bays. The facility is likely adequate for the next five years but the county should plan on replacement by 2006.
