Huron Expositor, 2002-03-13, Page 13News Day care centre gets funds to replace playground By Sarah Caldwell Goderich Signal -Star Staff Seaforth Cooperative Children's Centre and Tuckersmith Municipal Daycare have been approved by Huron County to receive funding for upgrades and/or replacement of playground equipment to meet Canadian Standards A s o s o c i a t i o n requirements. Seaforth receives $18,257 while Tuckersmith, located in Vanastra, receives $18,525. "It's really exciting. We'll only have to fundraise for about $ 10,000 more to be able to install the climbing structure we've had approved by the Ministry of Community and Social Services," says Seaforth Cooperative Children's Centre director Shirley Brooker. Other daycare centres in the area that had their proposals approved include the Clinton Cooperative Daycare, ($17,755), ' Goderich Municipal Daycare ($18,700) and Wingham Municipal daycare ($18,000). The recommendations total $91,237 in improvements. The cost is split 80/20 between the county and the province. At the end of 2000, the Ministry of Community and Social Services confirmed that they had forwarded $80,000 for the purposes of upgrading playground equipment in response to meeting the new regulations. The province will pay $72,990 and 20 per cent or $18,247 will be funded by the county. In 1998, the province adopted the Canada Safety Standards (CSA) for children's play spaces and equipment as the indicator of playground safety. The new CSA standards outline requirements for both existing and new playgrounds and operators of licensed childcare centres are now required to meet the standards as a conditions of ministry licensing. After the Seaforth daycare's playground was inspected, all the equipment was removed including a climbing structure, swings and spring animals leaving a paved bicycle track and a yard for children to play in. Fundraising started with a Dear Friends letter at Christmas, 2000 and the Seaforth Children's Centre hopes to have new equipment 'in place by this summer. A fundraiser planned for this June to raise money for the playground equipment is a Festival in the Park where the African Lion's Safari parrot display, craft booths and local entertainers will be featured at Lions Park in Seaforth. Child care operators must submit playground plans to the ministry for approval prior to the initial construction or renovation of a playground and compliance with the standards must be verified by an independent certified inspection on an annual basis. Project details have been reviewed by the members of the county staff managing the child care system, which was downloaded to the county. Bluewater hires dog catcher By Angela Pickering Lakeshore Advance Staff An animal control officer has been hired for the former village of Bayfield and Stanley Township, but Bluewater's quest to find someone for the whole municipality has gone unresolved. Robert Trick of Londesborough made a presentation at Bluewater council's meeting on Feb. 19 in hopes to be hired for animal control services. His record was impeccable and his 11 years of experience showed his skill. The only problem is that because of his already heavy workload, Trick requested to do the job only in Bayfield and Stanley Township. He stated plainly he didn't have time to do the other three wards in Bluewater at the present time. His fees are $1,400 for the year, plus any overtime, a portion of his cell phone bill and 40 cents a kilometre for mileage. Some of his duties would be to patrol the urban areas twice a month during the winter and four times a month during the summer. He would pick up dogs on notification and take them to the pound. He will enforce all animal bylaws that exist in Bluewater, but says he recommended some changes to allow him to ticket residents who refuse to obey the rules. Unfortunately that still leaves Bluewater looking for someone to . be responsible for animal control in Hensall, Zurich, and Hay Township. Bluewater Recycling Association elects its newest board of directors By Angola Pickering Lakeshore Advance Staff The Bluewater Recycling Association has elected a new Board of Directors. At the first general meeting of the new year, held at the end of January, the Bluewater Recycling Association membership elected eight representatives from member municipalities to form a new board for a three-year term. Under the chairmanship of Meredith Schneider from the Town of Perth North, the board consists of Huron County representatives Drew Robertson from the Municipality of South Huron as Vice -Chairman and Fergus Kelly from the Municipality of Huron East; the Lambton County representative is Tom Boon from the Municipality of Lambton Shores. In Middlesex County, board members are Andy Van Geel from the Township of Lucan Biddulph and Marysia Coutts from the Municipality of North Middlesex. Meredith Schneider from the Town of North Perth represents Perth County with directors Louis Maloney from the Municipality of West Perth and Bruce Symons from the Town of St. Marys. The staff of the association looks forward to a rewarding and productive future under this new leadership. Six new vehicles will increase Central Huron's fleet by two By Clint Haggart Expositor Staff The Municipality of Central Huron intends to get six new vehicles. Council decided March 5, to lease five four-by-four, half -ton vehicles and one four -by -two, one -ton vehicle. Council will enter a three year lease, fora maximum total of $235,456, which includes tax and the buy-out option. Councillor Alison Lobb requested that the vote be recorded. She, along with Councillor Darren Stevenson and Councillor Marg Anderson voted against getting new vehicles. "I don't think we can decide until we see the budget," said Lobb Reeve Carol Mitchell informed council this decision had to be made. It has been set aside for about seven months. She said, "If the answer is purchase it has to be part of our budgetary numbers." Council's budget meeting will be March 27. Council decided to lease rather than purchase because leasing won't affect the capital spending budget. The vehicles are being bought to increase the municipality's fleet by two vehicles and 'to replace the "redundant" vehicles. This would eliminate the use of the staff's personal vehicles. The minutes of the February 19 meeting read, "There was uncertainty as to the number of vehicles, the size of the• vehicles, what would public perception with vehicles taken to the managers' homes? - are they being' used for personal use?" Mitchell said the vehicles would not be used for personal use and thy would not be taken to the managers' homes. "I still think it's hard to convince taxpayers that we went from no vehicles to six brand new ones," said Lobb, adding, "I think we need some. I don't believe we need six right away. " Lobb suggested three vehicles this year and three vehicles next year. Richard Harding, clerk, said he believes council will get four extended cab vehicles but that will be up to council.
