Emotional Mayor Dowson reflects on former municipalities

The new council of the
Municipality of Bluewater
was sworn in at its first-
official
irstofficial meeting on Jan. 2.
Council for the newly -
amalgamated municipality,
which includes Hensall, Hay
Township, Zurich, Bayfield
and Stanley Township, was
sworn in to ensure each
councillor knew his or her
duties and responsibilities to
the people of the
municipality.
Each member of council
was given an opportunity to
speak before the meeting
officially began, beginning
with Mayor Bill Dowson. He
congratulated all the council
members and staff for their
achievement of working hard
for the position they now sit
in.
He excused himself, as he
began to show emotion as he
talked about the old times for
all of the five former
municipalities.
"It is a time of sadness for
some. We all feel like our
municipalities are slipping
away just a little, but it is
now time to move on," he
added.
Dowson went on to say
there are a lot of unknowns
in the upcoming future and
the new council needs to
work together to get the work
done.
Family and friends of
Dowson's stood in the
audience as he acknowledged
their presence and thanked
them for coming to support
him.
Deputy Mayor Paul Klopp
commented next saying, "I
look forward to working with
everyone on council. I will
do the best I can do. That's
the commitment I make."
"We've come a long way. I
am honored to be elected to
serve the whole community,"
spoke Diane Denomme,
councillor -at -large.
The two newcomers to
municipal politics spoke
next, both representing the
former Stanley Township
area. Addressing the
audience, Coun. Mavis
Govier said, "We are making
history here and I hope we
make you proud."
Coun. Bill Martin said,
."This is a rare privilege for
me. I have only been living
here for four years and have
felt very welcomed. I look
forward to this challenge."
Bayfield Ward Coun. Joe
Laudenbach's comments
were short and sweet saying
this will be the most efficient
municipality yet.
"There is a fine blend of
urban and rural, male and
female on this council," said
Coun. Rod Parker of Hensall.
Hay Ward Coun. Tony
Denomme said, "We have a
responsibility to work as one
and as a group wrr can get the
job done."
Zurich Ward Coun. Marg
Deichert said there will be
.many issues to tackle but she
looks forward to the
challenge.
Hay Township's second
councillor Brad Mousseau
said, "We can't make
everyone happy, but we can
make as many people happy
as we can."
Finally Clerk -Administrator
Janisse Zimmerman had a
chance to speak.
"There will be a lot of
growing pains, but I know we
Outdoor Donnellys project
gets Canada Council Grant
The Blyth Festival was successful in its application to
The Canada Council for the Arts, receiving $18,000 from
the Canadian Creation Program.
The application was submitted as a request for funding
The Outdoor Donnellys, a collective creation conceived
by Paul Thompson.
The grant will allow Thompson to start workshops in
January at which he and his team of actors will contribute
to character and script development.
The Donnelly family of Biddulph Township has captured
the imaginations of Canadians since the 1890s when a
local'mob attacked them in their home.
Paul Thompson's new vision for the familiar story is a
full epic production.
"Music will be a huge part of it," he said. "We want full
theatricality with horses and wagons." The scenes of the
story will take place in various locations around the
Village of Blyth, with the audience being transported by
wagon.
Local residents who want to participate in The Outdoor
Donnellys are invited to join" the large contingent of
volunteers who will be filling out the details of the story
and creating its epic nature.
The Outdoor Donnellys opens June 15 and runs through
July 1.

Parents who expect that their child will enrol in the
optional French Immersion Program in Grade 1, in
future years, have the option of enrolment for
Junior/Senior Kindergarten at either their local
Catholic School or the French Immersion Centre (St.
Mary's School, Goderich or Jeanne Sauve School,
Stratford) at which they expect to enrol their child for
a French Immersion Program.

The only news Zimmerman
had for council was an
announcement that the
computer installation was
being finalized in the
municipal office and most of
everything had been moved
in already. Offices of the
former Villages of Hensall,
Bayfield and Zurich and the
former Stanley Township
were moved into the new
Bluewater office in Zurich.
Treasurer, Deputy -Clerk
and Tax Collector Luanne
Phair reported that each
municipality could still use
their own bag tags until they
are gone. The new Bluewater
tags are ready when the old
ones run out.
Public Works Manager
Ross Fisher said he is
interested in getting quotes
for a price on a pickup truck.
The foreman at the Hay Ward
shed is using the truck that
Fisher was originally using
so there is a need for another
one, considering the amount
of travelling Fisher will be
doing.
Council agreed that he
should go ahead with
obtaining quotes to purchase
or lease a pickup truck.
Facilities Manager Tom
Dickins announced the new
Bluewater logo has been
installed in the ice surfaces
the Bayfield, Zurich, and
Hensall arenas.
"It looks very impressive
and I encourage council
members to take a visit to
their nearest arena and look
at it," suggested Dickins.
Only one case
of flu so far

There has only been one
proven case of influenza so
far this year locally when
last year at this time, the
Seaforth hospital was
"swamped" with influenza
cases, says Percival.
She says this year's cold
weather might be helping
prevent influenza since
people are less likely to get
together during cold
weather and viruses don't
spread as easily in the cold.

The last Management Team
report was from Milt
Dietrich, Chief Building
Official.
He mentioned to council he
was hoping an additional
staff could be hired to help
him out with his new
workload. His hope was that
someone could help him with
the inspections while he
spent more time doing
paperwork.
Previously Dietrich was
responsible for building
inspections and issuing
building permits in Zurich,
Hensall, and the townships of
Stephen and Hay. He
currently is responsible for
Zurich, Hensall, Hay
Township, Stanley Township.
and Baytield.
Coun. Laudenhach said, "I
am a little concerned about a
pian with your qualifications
sitting in the office doing
paperwork."
A small discussion ensued
about hiring someone. It was
agreed that Dietrich's
workload had increased
significantly and that the idea
of hiring someone els_ would
he passed along to a
committee where further
discussion and a
recommendation brought
hack to council.
