II -THE HURON EXPOSITOR, November .. 15, 2000 News Health care also an issue at all -candidates' meeting hosted by agriculture federation By Susan Hundertmark Expositor Stoff Huron -Bruce candidates for the upcoming federal election fielded almost as many questions about health issue as they did about agriculture at an all -candidates meeting sponsored by the local Ontario Federation of Agriculture last Wednesday in Brucefield. While farmers wanted to know what each party would do to provide government support to agriculture, they also wanted to know what each party would do to restore federal health care transfer payments to 1993 levels. All four candidates agreed that subsidies for agriculture had to he increased but only Progressive Conservative candidate Ken Kelly named the figure of $1.7 billion his party planned to put into a safety net program for farmers. "We know it's not enough but we know it's what we can do," he said. New Democrat Party candidate Christine Kemp said agricultural subsidies should he raised to level the playing field between Canada. the United States and Europe. Liberal incumbent Paul Steckle said Canada has been • handicapped by living up to NAFTA (free trade) agreements while the U.S. has not and Alliance Party candidate Mark Beaven said Canada must be more aggressive against 'oppressive foreign subsidies." More than one question dealt with supply management with Beaven being asked why the Alliance Party is supporting voluntary participation in the Canadian Wheat Board. "Are you aware of any marketing board that is successful when the membership is voluntary?" asked one farmer. Beaven responded that while the Alliance Party does not support voluntary membership of any other marketing board, it supports making membership of the Wheat Board voluntary because it is a monopoly. "If farmers support that, is that not democracy?" he asked. The other three candidates disagreed with voluntary. participation in marketing boards. "The only chance family farmers have is with that kind of unity." said Kemp. Kelly and Steckle debated whether the Liberals or - Conservatives were in power when federal tariff barriers were weakened. Farmers planning on attending a march on Ottawa's Parliament Hill the next day (last Thursday) asked candidates what their party would do to reduce the need for such rallies. "It's clear why farmers are marching in Ottawa. They need $300 million and until they get it, there will be a need for a rally," said Kemp. Steckle said he wishes the federal government would give farmers $900 million while Kelly said the Conservatives plan to address the needs of farmers before rallies are needed. Beaven said if his party is elected, "the only rally from farmers will be a pep rally congratulating us on our pro- active approach on agriculture." Asked if their parties would reduce taxes on gasoline and diesel, fuel for farm use, Steckle said the Liberals have no plan to reduce the tax on either since there is no guarantee a tax reduction would be passed on to consumers. Kelly said - the Conservatives would reduce gas taxes by 50 per cent immediately and remove the GST on home heating fuel to help Canadians through the winter. Beaven said both diesel and gas taxes would be reduced under the Alliance Party but Kemp said the NDP is debating whether higher fuel taxes are prompting people to look at alternative forms of energy and therefore, could be good for the environment. While the Conservative. Alliance and NDP candidates decried the $25 billion cuts to federal health transfer payments under the federal Liberal government, Steckle said the government has recently, with the agreement of the provinces, just pledged $21.3 billion towards health care over the next five years. While Beaven lamented about the waiting lists for cancer patients being too long, Kelly pointed out that 25 per cent of the population in Huron -Bruce will be over the age of 65 and "nobody is getting ready for that." Asked if farmers have jeopardized water quality in Huron County, Steckle said farmers had to take some responsibility but that urban communities also contribute to poor water quality. "Farmers are not the sole culprits," he said. Kelly said that many of the farmers at the meeting were pioneers in nutrient management plans and were working hard to protect the environment. Kemp said the federal governmeltt should besetting national standards for water quality and providing the necessary funding. Beaven said farmers are getting tired of being painted with the same brush and- that the reputation of all farmers shouldn't he determined by "a few bad operators." Asked if the candidates supported a two-tier health care system, none of the candidates supported one. But. Kemp said she was shocked to hear the opinions of the other three candidates. adding her research told her the .Conservatives favored supplementing' the present health care system with a second tier. the Liberals had done nothing to stop provinces attempting • to implement a second tier and the Alliance Party.
