Interests/hobbies: --- • Why are you running? As we amalgamate. we must operate efficiently and effectively to save tax dollars. We must ensurethat the interest and needs of each ward is understood and dealt with in a professional and honest manner. Capital funding and projects must be distributed equally throughout the wards so that no area gets short changed. Current municipalities must maintain their identities and historic values must be protected. Surplus money held in reserves is a big- concern as Tuckersmith has a substantial reserve and as that money belongs to the taxpayer. it-mustbe spent within Tuckersmith. Policing cost is an issue and Huron East must seek a cost-saving • contract with the OPP. keeping rural and urban costs in perspective. Water quality is on everyone's mind and we must strive to maintain safe drinking water in both urban and rural areas. This goes hand-in-hand with intensive livestock operations manure, nutrient management and eliminating faulty and too many septic systemsin built-up areas and upgrading sewage treatment_ plants to prevent bypasses. There are other issues such aseconomic development. industry, ,landfill and blue box recycling. to name a few. It is for these reasons that I wish to become a councillor •. to represent Tuckersmith on the Huron East Council. In past experience, I. have ' served nine years as director. of the Hensall District Co-op Board and was. elected president in 1985. I have served for nine years on Tuckersmith Council. I. have ' been a member of the Hensall and Clinton Fire Boards, Farm and Safety Association and have been a drainage inspector for Tuckersmith 'Township. I feel I can contribute to the community; am prepared to spend the time required as a councillor; see the amalgamation of Tuckersmith' Township to Huron East as a strong beginning to grow and build on; have served the people of Ontario as a police officer and now feel I can serve the people of the Tuckersmith Ward as your councillor. What are the key issues in your platform? Environment, water must be safe; ambulance and health -care; policing, best possible for our tax dollars; industrical development; education. .What experience do you have that will help in your position: 31 years as a police officer in Ontario; volunteered as both a hockey coach and baseball coach; past referee in minor and junior and senior hockey; past secretary in Ontario Provincial Police Association; Community Services Office for the OPP, spoke at many schools and the public forum; three years Poppy Chair for Royal Canadian Legion, Seaforth; Good listener with all the life experiences mentioned above to help me make sound' decisions. I made those decisions as a police officer while serving the taxpayers of Ontario: For these same reasons, I feel as your councillor, I can make the same strong decisions; I will be both approachable and accountable to all the ratepayers in Tuckersmith Township. Name: Paul Spittal Age: _ Family members: Wife, Joan;social worker, London Health Science Centre; son and daughter Ward: Tuckersmith • Position seeking: councillor:. With the price of grains and oil seeds at an all-time low, the rural community cannot afford 'higher property taxes. I will work hard to*liver quality services efficiently and fairly; ambulance • services have been downloaded to the county• by the province. Some of . the issues surrounding ambulance service, such as on-call service at night, need more discussion. Lives are at stake. I would like to see a moratorium on any changes until the new council has more time to study the issues; Everyone is concerned about water quality. Your present council is working hard to bring our systems up to the new ministry standards. The new council must continue its vigilance of water quality. and ensure that qualified people are in place to do the job; many people are also worried that large factory farms are polluting ground water. But people also should know that in 1999, Ontario municipal sewage systems bypassed raw sewage into our rivers 487 times and had an additional 267 "accidental" spills. Are new provincial regulations going to lay all of the blame at the farm gate and ignore other polluters? Who•isgoing to pay? I certainly do not think that it • should be the municipalities. Water certainly will be a big issue for the new council; when amalgamation was heating up in Tuckersmith we were assured by the OPP that contracts could be area -rated. meaning rural areas could pay for the limited service they were accustomed to while urban areas like Seaforth could pay for extra protection if they wished. In October. the OPP announced, the new municipality could only get one contract for tivc areas. Your new council will have to tread very carefully here.
