The project location is shown below. Replacement of the bndge is recommended due to the deteriorating condition of structural components. Various alternative bridge designs are being evaluated to satisfy engineering, hydraulic and environmental requirements. In addition, options for management of traffic during bridge construction are being considered. This study (WP 426-97-01) will recommend a type of structure and construction methodology for the new bridge at Liffy Drain The detail design and construction phases will be carried out in conjunction with other improvements (i.e., roadway repaving) proposed for Highway 8 from Seaforth to Mitchell (GWP 157-91-00). Subject to the final outcome of the study. the proposed improvements include: • • replacing the existing two-lane bridge on Highway 8 at Liffy Drain with a new two-lane bridge at the same location; • lane and shoulder widths, as per current MTO standards; and • replacement of existing sidewalk with new sidewalk. After reviewing a number of alternatives, the Ministry has identified a preferred plan for staging construction of the new bridge on Highway 8 at Liffy Drain. The new bridge will be constructed in two phases, to avoid the use of detours and permit one lane of traffic to cross Liffy Drain, on Highway 8 during construction. Temporary traffic signals will be used to altemate the direction of traffic flow on the single -lane crossing during construction. PUBLIC INFORMATION CENTRE A Public Information Centre will be held on: Wednesday, October 25, 2000 4:00 - B:00 p.m. - St. Patrick's School (in gymnasium) 94 Mill Street, in Dublin The purpose of the Public Information Centre is to: • provide information on the staging alternatives considered and the evaluation process that led to the selection of a Preferred Plan: • display preliminary bridge design drawings; and seek public input and answer questions about the study. THE PROCESS The project is being carried out in accordance with the approved planning process for Group "B- project$ under the Class Environmental Assessment for Provincial Transportation Facilities (1997) with the opportunity for public input throughout. Upon completion of the study, a Transportation Environmental Study Report will be available for public review and comment. Another notice will be published at that time. Note: If our screening process indicates that this project will not result in any significant detrimental environmental effects, then this project may be stepped down to a Group "C" project which involves optional public consultation. In addition, a Transportation Environmental Study Report would not be prepared and there would be no opportunity to request a re-classification or "bump -up" to an individual Environmental Assessment. A notice must be issued and a review period provided if this decision is being considered.
