(the children's) fault.
They weren't even
born then," he adds.
While only healthy
children can
participate in the
program, health
problems such as
thyroid cancer and
respiratory problems
have skyrocketed in Belarus
since the disaster. And; the
Dawes say that visiting
children often arc pale, with
dark circles under their eyes,
headaches and numerous
colds.
Lynn says that while Sasha
sleeps in every morning and
is constantly eating his fill of
fresh fruit, he has not shown
any signs of ill health.
However, a letter from his
parents Sergei and Tatiana
tells the Dawes they were
"very anxious to send our
' son for recuperation" and
thanks them "from the
bottom of our hearts for. your
mercy and desire to help our
son to stay healthier in an
ecologically: -clean area."
In light of ,the recent
• Walkerton water
contamination situation, the
,Dawes note the irony in
Sasha's parents' belief that
Ontario is ecologically clean.
But, Lynn adds that they
have noticed more colour in
Sasha's face since "coming
.,, here and breathing our fresh
air."
She says Sasha is a very
active child who loves riding
bikes, swimming and
jumping on the Dawe's
backyard trampoline. He and
Cory also love to spend
hours building with Lego.
Because Sasha takes
English as a second language
at his school in Gomel, he
has been able to share a lot of
information about himself
and his family with the
Dawes. But. when it comes
to talking to a reporter. Sasha
in his shyness lapses back
into Russian.
A question about a recent
trip to Canada's Wonderland,
however, evokes an
enthusiastic, response of
"Cool!" and a mimed re-
enactment of a rollercoaster
ride.
Sasha's parents are both
office workers for the
railroad in Belarus while his
grandparents work for the
post office and the water
canals. ,
With a wage of about S50
American 'a week, Sasha's
family is considered well off.
Thcy live__in a two -room
apartment with Sasha and his
seven-year-old sister Yclena,
have a car, television and
VCR. ,
But, there is still not
enough moneyto buy
imported produce so much of
their food comes from
vegetable gardens grown in
soil which is expected to
remain contaminated for
thousands of years.
While vodka can be
bought at Si US a bottle in
Belarus, bananas are S4 US a
piece and therefore. a luxury.
Because gift -giving is such
an important part of
Belarusian culture, Sasha
arrived with more gifts than
clothing in his luggage. A
box of chocolates made in
Belarus, a bottle of vodka
and a hand -made box were
given to the Dawe family.

the Dawes gave Sasha some
Lego and clothing in return.
Jim says Sasha was thrilled
to be sleeping in his own
room at the Dawe's house. ,
Lynn adds that he was
amazed by the dishwasher
and baffled that he is
expected to change his
clothes everyday in Canada.
Soap is expensive and used
sparingly in Belarus.
Belarusian children
visiting Canada receive free
dental visits since most are in
urgent need of dental care:
Dental treatment in Belarus
is equivalent to North
American dentists of 70
years ago and anesthetics are
not used there. • ,
Because Sasha is from.a
wealthier family, he' only
needed one cavity filled
when he visited a local
dentist. But, while picking
out a present to take home
for his sister. Sasha chose a
package of -toothbrushes.
The Dawes are allowed to
send two full hockey bags
back to Belarus when Sasha
returns in mid-August. They
are asking for help from the
community.to donate some
of the items in short supply
the

vitamins, Tylenol,
cough syrup, antibiotic
creams, soap.
toothpaste; toilet paper
and used clothing,
particularly winter
clothing.
"People are coming
forth to donate things.
They're more . than
willing to give," says
Lynn.
She says the public
is also welcome to
attend an open house at
the . Dashwood
Community Centre on
Sunday, July 30 from 1-
6 p.m. for the.

children."

organization and people
also find out what's
involved if they want to host
a child." she says.

The first two by-law amendments would apply to all lands in.
•the Town of Seaforth.
1. Section 2.90.12 (Home Occupations) would be,repealed and
replaced with the following:.
"2.90.12 prior to the establishment of any home occupation use,
the occupant shall deliver to.the municipality a statement
indicatin; their intention to conform with Section 2.91)."
This change wou require e owner. •• patirm
to provide the statement to the municipality.- The current-
wording-in
urrentwording in the by-law requires the municipality to issue the
statement-
2.Section 6.17.3 Yard, Setback and Height Encroachments
Permitted (Unenclosed Porches, Balconies, Steps•and Patios)
would be amended by the addition of the following, prior to
the word "providing." • •
"and into any required side yard a maximum distance of .6-
metres '
This section currently provides encroachments for front (1i5
metres)•and rear"yards (3 metres) and did not address side
yards.
B.
This by-law amendrhent. would'apply to all :lands zoned as
Highway Commercial (C3)• in the Town of Seaforth.
1. Section 12.1 Permitted Uses, -Highway Commercial Zone,.
would be amended by the addition of the following uses: •
'dwelling units (s), existing at thedate of.passage of Bylaw
92-198$, subject to' the provisions of Section 8 and the re-
establishment of dwelling units(s) existing at the date of •
passage of By-law 52-1984" .
'dwelling unit(s) accessory to a tommertial use'
This would permit an existing residence in a C3. zone to re-
establish 'should it be destroyed by fine. it would also permit a
dwelling unit to establish accessory to a commercial use, if the
following provisions were foliowed,'as listed in the next
section. •
2. Section 122 would be amended by the addiiion of Section
12.2.5 as follows:
12.2.5 DWELLINGS COMBINED WiTH COMMERCIAL USE.
A building which is used for anon -residential Use may also
contain one or more dwelling -units in combination with a
pemvtted.use provided that: •• • "'•
12.2.5.1 the dwelling unit forms part of the main building
and is located on the ground floor to the rear of the Non-
residential use or on a floor abovethe Non-residential use. • •
12.2.5.2. the dwelling unit is completely self contained and
has access separate (rpm_ the commercial use and has direct
access to a yard or street. •
• 12.2.5.3 the minimum floor area per dwelling unit shall be; •: .
Bachelor Unit 37 sq. m.
1 Bedroom Unit 55. sq. m.
2 Bedroom Unit 65 sq. in.
3 Bedroom Unit 84 sq. m. plus 9,3 sq' m. for each bedroom in
excess of 3 12.2.5.4. The accessory residential use shall not
comprise more than 50% of the gross floor area. "
12.2.5.5 all other requirements of this by-law shall be
Complied with. -
This provides provisions for any accessory dwelling units to
establish and ensures that they are accessory to the commercial
use or, the property.

This by-law amendment wotfld apply to all lands zoned as
Core Area Commercial (C4) in the Town of Seaforth.
2. Section 13.1 Permitted Uses, Core Area Commercial Zone,
would be amended by the addition of the following use:
- 'a church'
A church is currently itted in a Community Facility zone
(CFI) only. This amendment woJd permit a church to locate in
a core commercial zone also.
This by-law amends zoning by-law 52-1984.
