conference
tomorrow
A one -day conference on
managing municipal staff and
other amalgamation issues is
being planned for June 29 in
Holmesville.
The firm of Hicks, Morley,.
Hamilton, Stewart and Storie,
barristers and solicitors. is
presenting the conference to
Huron County municipal
politicians and senior staff at
the Goderich Township
Community Centre. There is
a registration fee that includes
lunch.
South Huron Chief
Administrative Officer Larry
Brown is helping to plan the
conference. The firm has
been retained by the South
Huron transition board.
Brown said an invitation may
also be extended to officials
and staff in Perth, Lambton
and Middlesex counties.
Headlined, Amalgamation
Issues for Small

Managing Change, the
conference features the topics
of employment contracts,.
employment standards.

Hospitals, town endorse
keeping ambulance services
where they are right now

Huron County is asking
the Huron -Perth Hospitals
Partnership to submit their
costs to county council to
determine whether or not
leasing property from the
hospitals to provide
ambulance services located
near the facilities will be a
viable and cost effective
way of maintaining
ambulance services in the
county.
County council needs the
information about costing
from the hospitals to decide
what their options and costs
are for providing ambulance
services, said. Warden Carol
Mitchell.
This new . option for
ambulance service
deployment in Huron
County, is a variation on
keeping the status quo. It.
was not originally presented.
. by .the consultants Marshall,
Macklin and Monaghan and
Poinax Inc.., in their report
to . the Administration,
Finance and Personnel
Committee on May 18.
Lynn Murray, Huron
County Clerk -Administrator,
met with, the executive
leadership team for the
Huron -Perth Hospitals
Partnership on June 9, to
. discuss this option.
She.told the partnership
executive many members' of
the Huron County Hospital
Boards had indicated to the
coynty they were willing to
act as
ambulance
stations . in
order to keep
the service
close to the
hospital:
In order for
the ambulance_
stations to be
run from the
hospitals the
partnership
executive was
asked to
provide
costing for
each of the
hospitals in
Huron County.
The price
each hospital comes up with
is,to be treated as a five year
lease agreement. which
means they provide a firm
price for a five year period.
Murray indicated
renovations to accommodate
ambulance deployment at
the Exeter, Seaforth and
Clinton hospitals would be
needed.
The partnership since
prepared a position
statement on the future of
ambulance services
recommending "ambulance
sites currently located at
hospitals or in close
proximity to hospitals
remain the same until the
respective counties
undertake further study fater
transfer dates."
The position statement
also says, "The current
Clinton. and Seaforth
ambulance sites are in close

responsibility, of the Huron
ambulance service from the
province as of Jan. 1, 2001.

process of determining how
the service will be managed.
In December 1999: county:.
council voted to create a
county • department
responsible for the delivery
of the service.
The report presented to the
Administration, Finance and
Personnel Committee on
May 18. by Jon Hambides
and Jim Gough of the
.:Consultants Marshall.
Macklin.'Monaghan and
Poniax Inc.. highlighted
three options for the county
to consider the• location of
ambulance. stations.
There are currently three
options "on the drafting
board.- Option one is for all
six ambulance location.
Goderich. Clinton. Seaforth.
Dashwood and Zurich to
.'remain in their` current
location because there are no
significant,gaps in.service
• within the county because
there is coverage -within a
15 -minute response time.
Option three provides 1'or
coverage' based on
population density 'and
- places ambulances in the
areas of highest demand.
Goderich's station had the
highest level of demand.
responding.to -1.506 calls
compared to Seaforth.
ranking second with 885
calls..
Option two would affect
the :ambulance services the
most. Also referred to as the
equity model. this option
would have the Seaforth and
Clinton stations relocated to
a rural. central location.
