Restructuring plans
approved by the county

The final Huron restructuring plan
was approved by Huron County
Council Thursday that, pending
provincial approval, would sec the
number of municipalities in the county
reduced from 26 to nine.
County council gave its unanimous
support to the restructuring proposal
from Wingham, Blyth and East
Wawanosh, creating the new
municipality of the Township of North
Huron.
County council had put the group's
plans on hold due to a dispute over the
disbandment of. the Wingham police
force.
The restructuring proposal outlines
that the Wingham police force will he
dissolved on Jan. I, 2001 at which time
North Huron will enter into an OPP
contract.
The North Huron proposal will now
he submitted to the province for
approval.
"I know how difficult it has been,"
said Warden Carol Mitchell, "but we
now have all the proposals for Huron
County with the exception of the two
municipalities who chose not to
restructure."
The Town of Goderich
will stand on its own after
attempts to restructure
with surrounding
municipalities failed. The
town .had pursued talks
with Colborne Township
to thc north, hut ended
after a township
reffrendum revealed the
constituents' .wishes to
jolt) Ashfield and West
Wawanosh. Attempts
were also made to
formulate a restructuring
plan with Goderich
Township. Clinton and
Hullett to annex portions of Goderich
Township surrounding the town.
Howick Township notified the county
last July that they intend to stay with the
status quo. On Aug. 31. the county
received at letter outlining all internal
restructuring Howick has undertaken to
save money and therefore concludes it
docs not need to amalgamate with any
other municipality. The total population
for the northern township is 3,546.
Exeter, Stephen and Usborne had
their proposal approved by county
council in September and continue to
wait for approval from the province.

Transition teams can't
begin their work of
bringing the
restructured
municipalities together
until the province has
given their approval to
the proposals. In
January, county council
received indications that
it could take up to six
months to receive
approval from the
province. .
Hay, Stanley,
Bayfield, Hensall and
Zurich received county
approval in October, as did Clinton.
Hullett and Goderich Townships.
The Ashfield. West Wawanosh and
Colborne proposal came together for
approval in November.
Morris and Turnbcrry Townships had
their proposal approved in December
after a brief break-up.
Brussels, Grey. Seaforth, Tuckersmith
, and McKillop received approval for
their proposal in January..
"This is the most significant work
we've done.this term," said Robin
Dunbar, reeve of Grey Township. "We
should all be congratulated.
Thousands in electronics stolen

valued over $3.000 was
stolen during a break-in

A 19 -inch Zenith
television, a Sony VCR,
TXX computer and a 1 7 -
inch colour monitor were
taken from the house
sometime between 7 a.m.
and 6:30 p.m. when a
door to the house was
forced open.

Buses hound for Queen's
Park from Seaforth- and
Walton are on hold since not
enough people have come
forward to fill them. says
local organizer Charles
Regele.
"I think we'll end up down
there eventually but not -until.
I get more support. We need
to find some bodies to put on
these buses." he says.
Regele, vice-president of
the Huron Federation of
Agricultue, says the
federation has set aside
money for "a good portion"
of the cost of busing local
people to Queen's Park to
protest the provincial
education funding formula.
After a recent meeting
between the Avon Maitland
District School Board and the
Huron and Perth County
federations of agriculture,
Regele said he believes the
board needs help lobbying
the province for a fair rural
funding formula as an
alternative to closing local
schools.
But, he says he thinks
members of the Seaforth
community are too focussed
on their fight with -the local
school board to broaden thc
fight to include the province.
"We have to look beyond
the local board. There is a
definite funding crunch and
all school boards arc up
against the same thing. We
'really need to change the
funding formula." he says.
He doesn't accept
comments from Huron -Bruce
MPP Helen Johns that thc
hoard has enough money and
doesn't need to close schools.

requiring the board to
provide the Seaforth
accommodation review
committee with -the
information it has requested.
As well, it asks for an
extension of time beyond the
Feb. 3 deadline specified by
the Avon Maitland board for
the committee to give its
report and asks for for legal
fcc costs.
Seven points are listed in
the notice of application's
grounds for the law suit,
including 'the fact that
Seaforth was excluded when
the board struck
accommodation review
committees throughout thc
district in September of
1998.
It says the Seaforth
committee was struck on
Nov. 23 and given two
months to study and report.
opposed to the year and two
months given to the other
committees to report to the
board.
"The Avon Maitland
District School Board has
not provided the applicants
all of the data they need to
analyze and report not the
requested extension," says
the applioation.
"The process to date is
contrary to law, Ontario
Ministry policy and
principles of fairness in
relation to the requirement of
community consultation," it
says.

"Whatever they (the school
board trustees) end up doing
