Tuckersmith and McKillop Township now goes to each of the five councils for their approval. An overview of the plan was presented to the public at the first of three arca meetings held at Seaforth and District Community Centres Igst Wednesday, Nov. 24. "Once all five (municipalities] approve it, it Municipal Affairs approves the plan, a transition board . will run the amalgamation process. While each council will - continue to make decisions for - its respective municipalities. the transition board will place regulations on what spending a municipality can undertake. -The election will take place in November, 2000 with a new council taking the helm of thc new municipality on January 1, 2001. Dunbar said one of the concerns, that still remains is there there are three municipalities in the north, Turnberry Township. Howick Township and Morris Amalgamation plans see many changes as five municipalities loin While current amalgamation plans are ready to be sent for county and provincial approval, there arc still some areas that will need to be defined. A committee of thc five councils involved in the proposed amalgamation (Seaforth, Brussels, McKillop Township, Tuckersmith Township and Grey Township), has outlined a proposal with many recommendations toward howl the new municipality would operated.. It will be up to a transition hoard to help implement these changes that include the possible need of a transportation coordinator to look after the transportation and public works' departments of the five municipalities that would become wards when they amalgamate. From there. the transition• hoard would also have to determine where the public' works departments would be located. For example. they could choose to operate three. main facilities in Tuckersmith Township, McKillop Township and Grey Township, one main facility . in McKillop Township (central to the new municipalities), or two main facilities in Tuckersmith and Grey. . Brussels and Ethel) and .equipment will be 'maintained and existing 'coverage agreements .will he honoured but also will be subject to review.. animal control officers are currently emplpyed between the five municipalities and this would change• to one part-time officer.' . -no bylaw officers are employed in anyof the municipalities - but improvement on how to enforce bylaws will .be investigated. -an inventory of all. lands, buildings and equipment has been generated and the transition board or new council will determine their use and need. -administration will be consolidated into the Seaforth Municipal Office A! Dunbar suggested that when local plans reach the provincial level. the Ministry of Municipal Affairs could step in and force any of those municiaplities to join other already restructuring municipalities •like Seaforth's. • Worse yet. Dunbar said if those three draw provincial attention. the province could decide to restructure the municipalities into ' a completely different structure including a possible, single - tier government with all of.
