Y2K fears may cause `self-induced' emergencies

But for Y2K. he said there
will he some advance
warning if there are potential
problems.
Fifteen hours before the
calendar changes here,
Australia will be
experiencing any possible
effects from Y2K.
"My advice to you is to
turn on CNN," he said. The
American cable network will
be broadcasting the sunrise of
the new millennium and will
he reporting any problems
from Y2K as they happen. -
For example, if an
unexpected glitch turns up
that affects traffic lights or a
nuclear power plant, there
will he advance time to check
those situations out in this
country.
He said some areas of
concern that still remain
include other countries.
"We have no control over
other countries," he said. As
a result, not all of them will
be ready for computer trouble
which could have
outreaching effects on
medical supplies that come
from other countries.
"Canada is in a better state
than the United, States
according to some reports,"
he said.
He also said there are some
communities in this country
that have not prepared and
even thought about
communications and how
they would get messages
outside their community if
there is an emergency.
Another major problem he
told the leaders to be aware
of is abnormal human
behaviour.
He said all it takes is for a
drunk to leave a big New
Year's party, hit a hydro pole
and cause a power outage.
"Some people arc going to
.say. 'Martha. it done
happened. Go get my gun.'
And you're not going to want
to step on that property." he
said.
He said there are 145 films
being released this season
and'at least two of them arc
going to deal with the worse -
case scenarios of Y2K, which
will make people's fears
worse.
Then, he said all it takes is
for everyone to pick up the
phone at once on New Year's
Eve to see if they're working
or not and that alone will
cause some people's phones
not to work at that particular

where and how to reach other
staff should an emergency
arise.

Fire Department will be on -
duty at the fire hall.
Town staff required to.be
on -duty will report to the
town hall by 11:45 p.m. and
should he there until 12:30
a.m.

bigger problems could come
later in the morning, when
people start getting up and
realize the power has failed
or some other state of
emergency has developed.
In addition, the town has
made arrangements to rent
two generators, one for Town
Hall and one for the Seaforth
and District Community
Centres, but has run into a
problem with hooking one of
the generators to the power
system.
The town hall is the town's
emergency command post
while the arena is to serve as
an emergency shelter,
however, the arena's power
system is not compatible with
the generator' without major
wiring changes.
Council passed a motion to
allow McLachlan to ask the
Seaforth Agricultural Society
if their building could he
used for the shelter instead.
It would mean a plug and'
switch would have to he
permanently installed at the
facility for generator use

Seaforth group sets up amateur ,
radio network for emergencies

If telephones and other forms of communications fail from a disaster or even a
Y2K event. there is a Seaforth group set to handle the situation.
Emergency Communications for Hospitals by Ham Operators, ECHHO. is a new
project set up by Doug Halfpenny of the Seaforth Community Hospital. and run by
three local teens.
Amber Halfpenny of Seaforth District High School, Kristen Halfpenny. of Mitchell
District .High School. and Chris Gass of Central Huron Secondary School, have been
working hard to set up another form of communications for any failures that may
-occur at the hospitals.
ECHHO will provide provide emergency radio communications for the hospitals in
Huron, Perth and South Bruce, Grey Counties. it will also benefit the community in
case of any emergencies. •
The project started on Saturday, Oct. 2 when the three high school students began a
project to enlist the services of area amateur radio operators.
An Internet search was performed to find any amateur radio clubs and operators. A
letter of introduction was then written and sent over e-mail, along with a
questionnaire. Thirty-seven amateur radio operators in the four counties, were found
by the internes search.
The Seaforth Community Hospital agreed to provide Internet and e-mail access to
