The Huron Expositor, 1999-03-10, Page 5Catholic board concerned
about transporation cash

The Huron -Perth Catholic
District School Board will.
send a letter to the Ministry'of
Education and Training
expressingconcerns about
new transportation funding.
A proposal to the. province
which suggests the formation
of ""transportation consortia--
fails
onsortia"fails to recognize boards that
are already saving money by
sharing busing, said education
. director Gaeten Blanchette.
"The majority of our routes
are already shared, said
business superintendent and
treasurer Gerry Thuss. "We try
to -run one bus on one road_as
much as. possible and i think
we've been successful
keeping costs down. These
recommend t• re
a tons a
designed Air bards .Who have
yet to go through the process."
He said the. Huron -Perth
hoard shares busing with
Avon Maitland. 80 per cent in
Huron County and .65-70 per
'cent in Penh County.
Trustee Ron Marcy said he's
concerned the province will
force the same solution on
-every hoard and penalize
those who do:not.realizc :1
standard level of savings.
"Wecan't save much more."
he said.-
. Thuss agreed that he',
worried the province will take
a "cookie cutter approach"
-and pointed to a letter from
the Ontario Catholic Schools
Trustees Association that says
boards must keep control over
their own transportation
railicies and be equal partners
in any consortia.
County council cost
$25,000 more this year.
County treasurer Ken Nix
said much of .last 'year's
increase can be attributed to
the fact 1998 Warden Jack
Coleman attended more
meetings and conferences
than Warden -Murray Keys
did in 1997. Keys was sick
for much of the year he
served as Warden and was
unable to attend many
functions. .
Coleman. the. Reeve of.
Stanley Township. received
$36,620 for his service as the
_1998 Warden. His
remuneration was $24,889
and he received 511.731 for ..
his time . at cpnventions . -
during the year.
Other notables were long--
time
ong-time Wingham Reeve Bruce
Machan who received
$9;096. and Clinton Reeve
Carolyn Mitchell; the 1999
Warden. who received
$8:595.
-Reeve Lin Steffler of
Seaforth tallied the _smallesi-
amount at. S439. • She
replaced Brian Fcrguson on
/the council late last year. and ,
as such. attended the fewest'
meetings;
Next year's totals could be -
even higher..The council
recently approved a two
percent increase in their
remuneration earnings
retroactive to Jan! I. 1999.

County council cost
ratepayers $25,000 more in
1998 than in 1997.
According to the county's..
year-end remuneration report,
councillors were paid
$134,411.75 last year
compared to $117.755.29 irl
1997. Added to that is an
"increased "other erlpcnses"
acicount of $40.231.99 up
:from $31,533.47.
The remuneration amounts
are based on the number of
meetings councillors attend
each year. The conference
amounts are capped at $1,500
annually for all councillors
accept the Warden. -
They didn't
get the new
curriculum
right the
first time
FROM Page 4
Ryerson. l found myself
ineligible for - any
scholarships. Another
student who didn't so much
as submit a story to the paper
and dropped . out .of, a
communications program at
-a university a few months
later. was awarded . the
journalism scholarship
instead.
I'm no longer -bitter= -about—
that but it's a simple example
of the unexpected things that
can go wrong when a new
curriculum is rushed through
without giving school boards
and teachers time to prepare.
While the Essex County
board was ready. there
wasn't a single student in
Goderich who fast -tracked
that year.
But bottom line is. the fifth
year of high school was
abolished.
Somehow, • possibly
because of a failure to
• implement it correctly, the
fifth year hung on as
students. like myself, kept
coming back to take the
OAC credits in that fifth
year.
And I'm glad I had that
extra_ year. I wouldn't' have
been ready for the discipline
needed at Ryerson if Chad
fast -tracked. i could still
barely write an effective
essay, let alone discipline
myself to get that and what
seemed like a hundred other
assignments done, on any
given due date: ,
Again, a new curriculum is
coming without enough
thought about how it's going
to work. -
If the books aren't in
place, the study plans aren't
written up, and teachers are
still wondering how it's
going to work with only
about six months to go. i
think it's time to consider a
delay,
Or maybe just look at the
system that's in place. It's
the same one i went through
and students were already
supposed to be able to move
on in four years.
If they never got the
current system working
right, how's the new one
going try function?
