At its regular monthly 'meeting last Thursday (Oct. '1). Huron County Council directed })pron's 26 loyal governments to get together and decide who wants to amalgamate with who. "We have to reexamine ourselves and also open our cars to th'c public." said Recvc• Mason Bailey of Blyth supporting the decision. ' .He said returning the question of restructuring to the local councils from the county level is a step toward 'preserving the, democratic process. "I think there's enough ingenuity in this county and in this'council. that we can come to an accord with all the municipalities." said Bailey. "We must search until we findthataccord so that. everybody (mcmhcrs of council) is satisfied that th.ey have did what is the hest for the people who elected them." In an effort to meet provincial requirements to restructure and find savings. the county council has long debated whether to, adopt a one -tier (county) government • system or _modify the present two-tier (county and municipal) .system. At a meeting of all municipal councils Tuesday (Sept. 29) in Clinton. a majority of of approximately 180 politicians who attended indicated they wanted the future of regional government to remain at the local municipal Icvcl. "We certainly saw that the overwhelming feeling was that we only look at a two-- tier wo-tieroption." said. Rcevc. Robin Dunbar of Grey Township who introduced a motion to make the 'overwhelming feeling' • official county policy. Twenty-one reeves voted in favour of the motion: five voted against. Reeve Cecil Pepper of Hensall. Rcevc Doug Grant of Bayfield. Warden Jack Coleman of Stanley Township. Rcevc Dwaync LaPorte of Zurich and Recvc Laurie Cox of Godcrich Township voted against the motion. Warden Coleman said his vote represented his own feelings not his council's. Reeve Grant of Bayfield disagreed with the idea to study just one option for restructuring. He said the Bayfield council wants both options carefully examined to determine what form of • government will offer the biggest savings to tax payers. He said financial considerations ate "the only real reason for amalgamation" and must he considered. He said the one -'tier option is less expensive. and by agreeing to only consider a two-tier option. CountyCouncil sends a message that -it .lacks concern for the level of the voters' taxation. He said finances arc what, matter most to taxpayers. "They want to know what, their taxes are going to he." said Grant. "1 believe that if we don't consider both options. we arc' not fulfilling • our responsibilities.' In answer to Grant's comments. Reeve Carol Mitchell of Clinton said it is not possible to say whether . or not. one' option will he more or less expensive than another. : ' • "The level of service determines the cost ... we seem to keep forgetting that." said Mitchell. ' ' Regarding where they, go next. i.1 was* agreed the• process would start at the local council level. Reeve Brian McBurney ul' Turnhcrry Township said local municipalities .need to look at their own situations and develop partnership,, withintheir own communities of interest. • Although the restructuring .process now returns to• municipal c•riunciJs. the mcmhcrs of the county, also agreed January 1999 is still a good target date for the creation of a tentative restructuring• plan for the county. Dunbar. said. "We have to •work on this now otherwise w•c•arc going to draw it out and in the end. end up with nothing...
