Council says no to Street Smart program e BY GREGOR CAMPBELL Expositor Staff Seaforth Council defeated a motion to participate in Heritage Canada's "Street Smarts" program at last Tuesday, night's meeting. It would, have.required,"a financial contribution of $500; a local co-ordinator, promotion and registration services, meeting space, equipment, refreshments and 15 to 20 people to partici- pate," with additional accom- modation expenses for the program's "trainer" plus costs for a member of the commu- nity to attend a one -day sym- posium, according to the spe- cial report of deputy -clerk Cathy Garrick. She said it was like " a mini Main Street program." "I would feel more com- fortable if someone from the community rathcr than Heritage Canada had first approached us," Coun. Lin Steffler said. She voted against the motion, as did Coun. Heather Robinet, which was sufficie to defeat it. Coun. Michael Hak was favour, and Coun. Mik Hodgins abstained. Reev Brian Ferguson and Deputy Reeve Bill Teall were absent Both Couns. Robinet an Steffler felt this municipali y's• money would be bette pent elsewhere and such own centre regeneration p gram would be better take on by existing local commit ees, such as the busines retention and expansion com mittee, if that was a directio they wished to pursue i future. MET SEPT. 3 Deputy -clerk Garrick said she was "a little disappoint- ed" that only "eight or nine people" from three local committees (business reten- tion, business improvement, and architectural conserva- tion advisory) showed up for a meeting on the "Street Smarts" program at Town Hall on Sept. 3. Coun. Steffler said the deputy clerk's report indicat- ed 15 to 20 was the required minimum for the program. In her report Garrick noted the town was not in a posi- tion to provide staff services, and the program would have to find a volunteer co-ordina- tor, perhaps sharing the func- tion among various members. "The 1989 Strectscape Master Plan addressed some of the revitalization needs of the downtown, and this pro- gram may be similar," it states.
