Psychiatric services receives award

For years, the Community
Psychiatric Services of
Goderich, Clinton Seaforth
and Wingham have
concentrated on the mental
health needs of the
community. Recently, the
community it serves has
shifted attention to the
agencies.
The Huron Branch of the
Schizophrenia Society of
Ontario, a support group for
family and friends of those
with the mental illness,
nominated the Community
Psychiatric Services for the
first-ever Community
Program Award.
"I think they're quite a
worthy one to get an award,"
said Dan Webster, secretary
of support group.
The support group's
provincial head, the
Schizophrenia Society of
Ontario, listened. It gave the
Community Psychiatric
Services the award on June
6.
People know what makes
an outstanding program in
their community; when the
"grassroots" speak to
nominate a program, it is
significant, said Janice
Wiggins, executive director
of the Schizophrenia Society
of Ontario.
The award means
something to Dr. Michael F
Conlon. His push to bring
psychiatric services to the
community after the closure
of the psychiatric hospital in
Goderich resulted in the
Community Psychiatric
Services in four locations in
Huron County.
"I trust [the award] is a
reflection of years [spent]
developing psychiatry
services in the community,"
said Conlon. He is the chief
of psychiatry at Alexandra
Marine and General Hospital
in Goderich and an assistant
professor at the University
of Western Ontario in
London.
Growing from a branch in
Wingham with three clients
in 1977, Community
Psychiatric Services now has
locations in Clinton,
Goderich and Seaforth and
serves more than 700 clients
with a range of serious
mental illness, said Joy
Daymond, the director of the
Goderich and Clinton
branches.
Community Psychiatric
Services serve people who
are 16 years of age and older
as outpatients for the
department of psychiatry at
Goderich's Alexandra
Marine and General
Hospital.
Its location within the
community is key.
Years ago, there were few
services like Community
Psychiatric Services, said
Conlon. Then, care for those
with serious mental illnesses
dissolved once they walked
outside the hospital and into
the community.
Community Psychiatric
Services changed that. Its
presence in the community
enables people with mental
illnesses to lead productive
lives in the community and
helps them to avoid
rehospitalization, said
Conlon.
Joy Daymond, director of
the Goderich and Clinton
branches, said government
officials too have recognized
the importance of having
their psychiatric services
within the community.
Because Community
Psychiatric Services offers
care within the community,
those who are discharged
from a hospital stay here

equal before the law and are
entitled without any
discrimination to the equal

respect, the law shall prohibit
any discrimination and
guarantee to all persons equal
and effective protection
against discrimination on any
ground such as race, colour,
sex, language, religion,
political or other opinion,
national or social origin,
property, birth or other
status.")
In addition to the
discrimination inherent in the
funding of one denomination
and no others, the Ontario
government has inflicted
drastic cuts to essential health
care and social assistance.
How has the Harris
government justified the
expense of religious privilege
when so many vital services
have been curtailed or
withdrawn?
If readers agree that a
previous century's
compromise regarding
separate religious schools
should be eliminated, as has
been done in Manitoba,
Newfoundland and Quebec,
then they should actively make
it an issue in the next election.

system, said Daymond. The
story in the cities is very
different.
Maureen Thomas, director
of the Seaforth branch
stresses how the services
focuses on the people they
serve.
"Part of the uniqueness
[Community Psychiatric
Services] is that we really
listen to each individual
when the first time they
come. We look at what they
want and what they need,"
she said.
"They might just need
someone to listen to them,"
added Daymond.
Thomas said, "It's a lot of
small things" that make the
program work for people
with mental illnesses and
their families and friends.
She noted how family and
friends appreciate being able
to call patients on the
psychiatric floor of
Alexandra Marine and
General Hospital on a pay
phone. That kind of access
doesn't happen everywhere.
Webster said he
appreciated how the
Community Psychiatric
Services try to involve the
family of the person with
mental illness. Family
involvement is important
because often those with
mental illness return to their
family after being
discharged from hospital as
there are not any group
homes within the area.

illness, but also the family
who lives with that person,

said Conlon.
Thomas has seen the
effects when she runs a a
support group for family and
friends of those with mental
illnesses.
,She said families need to
har that they are not
responsible for a mental
illness like schizophrenia;
it's a chemical imbalance in
the brain of the person with
the illness and it's not
anyone's fault.
According to Webster's
nomination letter, the
inclusion of family in the
treatment of a loved one
helps.
"I have noticed
improvement in the
everyday situation of many
sufferers to the relief of
family and friends," he
wrote.
He added, "The interaction
of staff, families, sufferers
helps provide quicker
emergency response perhaps
than in some larger cities
and faster psychiatric
appointments."
At Community Psychiatric
Services, Conlon.has made it
a policy that clients are able
to get help when they ask for
it. "I won't permit waiting
lists," he said.
Dawn Wolfe, director of
the Wingham branch, said,
"At other places, people
come for their appointments.
Ours come when they
come.'
When clients come to
Community Psychiatric
Services they learn from
staff and from each other,
said Thomas.
