He commenced by referring to his former residence in Seaforth some twenty years ago and the pleasure it gtive him to rencw old acquain- tances and associations, and then gave a brief sketch of the magnitude of the educa- tional work of the Province, He also showed the democra- tic principle upon w>'tich the system is established, the. people having complete con- trol over every department."
