town clerk
This year's budget remains
tough sledding for Scaforth
Council.
Clerk/administrator Jim
Crocker reported Tuesday
night he expects to circulate
copies of the draft 1998 esti-
mate of revenues and expen-
ditures for municipal purpos-
es by the end of this month.
"The budget objective, 'at
this time, is to meet the
province's requirement for a
further reduction in expenses
or increase in revenues of six
per ccnt,_in addition to the
downloading effect. and
Maintain the tax rates at 1997
levels," his report reads.
"I suggest at the Mar. 3
meeting of council we can
review the line items, but
delay all approvals until the
final impact of education and
county rates is known. -

hasn't received any reply
from Huron MPP Helen
Johns to dollars and cents
questions he recently raised
in correspondence with her
about funding changes, in
particular regards to educa-
tion transfers.
'INFURIATES'
The clerk said another and
more recent correspondence
from Ontario's government
"infuriates" him. because of
its "short time lines,"for
among other reasons. but it is
"typical" of provincial Cabi-
net ministers Dave Johnson
and Al Leach.
The document that- got him
going is an application form
for a "special circumstances
fund"
It is still all but impossible
to know where this town
actually stands for council's
budget deliberations. which
are now well behind the usual
schedule.
It could he true that
Scaforth may he required to
raise $959.00( through taxa-
tion this year. compared to
$840,000 the year before,
which works out to 19 per
cent, with no transfers to
reserves. Crocker said.
"Education tax room"
might alleviate this. he
added.
"If not -we arc in a lot of
trouble and so is the rest of
this province."
At Tuesday's meeting,
Reeve Brian Ferguson also
forwarded a hackgrounder
from the Association of
Municipalities of Ontario
(AMO) meeting on Feb. 6
that indicates the province
reduced transfers to its
municipalities in Ontario by
$1.132 -Killion between 1993
and 1997.

Street had $100 worth of
damage to the front door and
$270 worth of hccr and
whiskey stolen.
Watt's Maintenance sus-
tained $20 worth of damage
to the rear door of the shop
located at 34 Birch Street.
The door was tEcure; thieves
failed to gain access.
No damage was done to thc
pried door at Schenck. Auto
Body on 34 Birch Street,
when it was broken into with
the use of a pry -bar. Two pry
Kars and a screw driver with
a combined value of $50
wcrc stolen and later found in
Kelly Auto Body Shop.
At the furthest point on the
street, Smith Con✓;truction
sustained $50 worth of dam-
age done to their overhead
garage door. Twelve bottles
of beer worth $15 vere stolen
and later found nLtar a foot-
hridgc at the Silver Creek,
south of the Firc Department.
Some of the beer stolen from
the Firc Department was
Iocated at Silver Creek.

charged
Both drivers were charged
after a bus -van collision just
south of Scaforth on the
Kippcn road last Thursday
afternoon at approximately
4:05 p.m.
Police say the bus, driven
by Alexander Townsend, 58,
of Tuckcrsmith Township,
collid$d wfth a van driven by
Claude J. Reaumc, 38, of RR
1 Bayfield.
He and passenger, Tom
Burke, 32. of RR 2 Zurich,
wcrc both taken to Scaforth
hospital with minor injuries.
The collision occurred on
Huron Road 12 at Tile Road
(Con.4/5).
Councillor
commends
efficiencies
Coun. Lin Steffler suggest-
ed the town might consider
reducing the administrative
fee "to some extent" it
charges the Seaforth and
District Community Centres
at last week's council meet-
ing.
She said this would reflect
efficiencies there, that have
recently increased 9tt on the
dollar.
Coun. Steffler, the town's
representative on the man-
agement board of the com-
munity centres, said this
administrative fee is $8,400,
and thc agreement dates back
to 1982 when the fee was
originally $8,100.
The current fec works out
to about 644 hours, or 12
hours per week, or about
two- and -a -half hours per
day, she said.
Coun. Steffler said she was
new to the position but very
impressed with the efficien-
cies implemented and origi-
nated by staff at the arena,
and reducing the administra-
tive fee might he considered
by council as a recognition of
this.

DOG TAGS/RABIES
VACCINATIONS
1998 Dog Tags are now on sale. Dog owners have until
March 13th. 1998 to renew their dog's registration. After
March 13th, 1998 a late registration fee of $15.00 will be
charged in addition to the regular registration fee. You
may register your dog at the Seaforth Municipal Office, 72
Main Street, South, Seaforth, during normal office hours.
Owners of dogs shall pay the following registration fees:
• For one neutered male or spayed female dog: '20.00
• For the second neutered male or spayed female dog: '25.00
• For one male dog or female dog: '30.00
• For the second male dog or female dog: '40.00
• For the third male dog, female dog, neutered dog,
or spayed female dog: '75.00
• For the fourth male dog, female dog, neutered dog,
or spayed female dog: • '100.00
Please note that we require proof of rabies vaccination in the
past 36 months prior to a dog tag being issued. Also, if you
-*ave a new dog, a veterinarian's certificate must be provided as
proof of the dog being spayed or neutered before a dog can be
registered as such.
Seaforth and area has had a number of positive rabies incidents
in the past, as to ensure the safety of your animal, other
animals, and children, please have your dog or cat vaccinated
regularly.
