Ministry decides DHC office to remain in Mitchell
The district health council's
office is going to remain in
Mitchell afterall.
Ontario's health ministry
recently decided to disregard
the recommendation of the
transition team of the recent-
ly consolidated district health
councils of Huron -Perth and
Grey -Bruce counties which
had been carrying out a
search since October and had
recommended a new, more
centrally located headquar-
ters in Listowel.
The Ontario Ministry of
Health cited "financial con-
siderations" for the decision
to stay in Mitchell, where the
Huron Perth DHC is in the
second year of a five-year
lease in a renovated former
howling alley.
The ministry also said the
existing site requires few

Directive upsets director
BY RICK KEW
, SSP News Staff
The director of education
for the Huron -Perth Catholic
District School Board plans
to object to a directive from
the education improvement
commission (EIC) which
inflates tuition payments
made to French language
hoards for students.
Education Director Gactan
Blanchette explained to the
hoard at its regular meeting
Monday that despite the fact
the hoard is paying tuition for
only two students attending
classes 'at a neighboring
French language school
board. it will he required to
pay tuition for a minimum of
54 students.
Blanchette said this is
because of the formula the
province is using for the dis-
tribution of assets and liabili-
ties between district school
boards.
He said that for hoards
with a minority language sec-
tion distribution of assets and
liabilities would take place
based on enrolment figures in
each section.
In boards without a minori-
ty language section the distri-
bution takes place based on
an imputed enrolment.
One element in the imputed
calculation is the number of
persons declaring themselves
French language electors for
school board purposes.
The EIC believes this is an
indicator of the number of
persons within a school dis-
trict who want to have a
minority language section in
their school board, he
explained.
to indicate the EIC formu-
la was flawed. Blanchette
said he and Superintendent
John McCauley had surveyed
every school in the board's
jurisdiction to determine if
there was a demand for a
French language section,
while the board was known
as the Huron -Perth Roman
Catholic Separate School
Board.
He said at best they came
up with 18 students from
kindergarten to high school.
"Hardly enough to justify a
school," he said.
Going further. Blanchette
said. "I resent the last state-
ment in the letter from the
EIC."
He,explained that thc sen-
tence in question implied that
the EIC formula for imputing
enrolment reflected the num-
ber of students who would
have enrolled if a minority
language service had been
offered.
"That premise is wrong."
he said.
Using himself as an exam -
plc, Blanchette said he
checked off the box indicat-
ing French as his first lan-
guage, but that docs not mean
1 want the board to provide a
minority language section. he
laid.
