Why is it with the first real
heavy snow fall of the season
the pathmasters and others
responsible for the mainte-
nance of good roads disap-
pear from the face of the
land.
It seems to be taken as a
matter of course that as soon
as the country roads become
too heavy with snow for the
passage of cars, horse drawn
vehicles should he left to
shift for themselves. But this
is not as it should he. The
horse has as much right as
the automobile, perhaps more
. because the horse owner is
the one who pays_for the
greater pan of the upkeep of
his particular section of road.
Neither is the claim that the
expense of keeping roads in
proper condition in the win-
ter, is too great, justified.
Roads do not fihl in much ,if
any faster in the winter than
the cars strip them of gravel.
If a road is once properly
opened and ploughed after
the first heavy snow fall or
storm, the expense of keeping
it in that condition through-
out the winter is &nly a frac-
tion of what it costs to make
a smooth highway for cars in
summer.
The demand of car owners
for good roads in summer has
become so insistent and gen-
eral that township councils
would blush for the condi-
tions of a piece of road in
summer that given equal con-
ditions they would call a
model for winter traffic.
But conditions are chang-
ing. Many merchants in
towns by the use of trucks
have established a trade with
a far flung line of customers
and those extensions of busi-

There is the rural mail carrier
and many others, so that the

pass without comment arc
now coming under severe
criticism, and will not here-

and confusion. hydro power
failed Tuesday night and the
streets were so dark on
Wednesday evening it was
unsafe to venture out, owing
to the tangle of wires,
branches and trees that lit-
tered the pavements and in
many cases extended across
the streets.
It was the first experience
with wax candles and lamps
for many of the rising genera-
tion.
The municipal telephone
systems in many cases were
nothing more than miles of
fallen poles and twisted wires
and while some party sys-
tems were soon in order
again, it was summer before
many of the main lines were
rebuilt.
The Seaforth Hydro
Commission had a large
force of men out all week
repairing domestic light sys-
tems and were able to furnish
light and power to local users
15 minutes after the power
was received in Seaforth
Saturday evening.
