Five year proposal for road and sidewalk
Seaforth Public Works
-Superintendent John Forrest
presented his proposed five-
year (1998 to 2002) mad and
sidewalks construction pro-
-grain to council at last
Tuesday night's meeting.
He said all the originally
unexpected infrastructure
work along Goderich Street
(Highway 8). last year made
him revise the town's road
and sidewalk plans.
- The new program is subject
to council's approval and not
written in stone, he stressed,
more of a guide come budget
time hen it may he revised.

If you need a new septic
tank. the cost of getting it cer-
tified and installed just went
up.
At the Jan. 8 meeting of
Huron County Council. the
county implemented a user -
pay system to oil -set the cost
of servicing on-site sewage
systems. The service.-provid-

Town's insurance down
Seaforth Council. got good
news from Jeff Coleman and
Ken Cardno for Frank Cowan -
Insurance on Tuesday night.
The town's insurance pre-
mium is down about L6 per
cent; or $468. without any
change in liabilities for this
year.
With taxes, the 1998 total is
$31,300.
In -his report to council.
Coleman touched on trends
-in the industry last year.
Liability will he a little less
of a concern for municipali-
ties: he noted, with royal
assent having recently heen
granted to a hill that protects
-them from liability in cases
of sewer backup. unless neg-
ligence can he proved.
Coleman also said the
insurance -industry has had its
hands full in the past year
dealing with many amalga-
mations in Ontario, particu-
larly to the east.

restructurings have affected
the insurance premiums of
these municipalities.
In general they have gone
down significantly, the
Cowan company's represen-
"tative said. roughly 23 to 24
per cent. tor instance, for the
former townships of London.

Coleman said savings could
conceivably go as high as 30
per cent for some amalgamat-

Centre to house 43 VLT's
A proposed Clinton gaming
centre could house 43 video
lottery terminals (VLTs) as
early as August.
That town has received
notice from the implementa-
tion team of the Ontario
Lottery Corporation that its
initial VLT allocation will be
43 terminals. with the chance
for another eight in six
months.
The Clinton -News Record
reports this does not neces-
sarily mean the gaming cen-
tre.at the raceway in town
will be built. and terminals
installed.
Clinton was hopjng for 75
terminals. •
Recreation director Steve
Campbell told last week -'s
meeting of Clinton Council
that charity casinos have -
received notice they will
receive $1,500 per machine
annually for housing the con-
troversial provincially -sane
tioned gambling machines.
Fifty machines would -work
out to Clinton getting about
$75.0(0 a year from Ontario
just for housing the termi-
nals. Confirmation of the fig--
ores
ig=ures and potential revenue
would go a long way towards
establishing the facility. the
town's tee director said.

and accepted the lowest of
three fuel tenders submitted

Seaforth Council has
appointed Reeve Brian
Ferguson as its voting repre-
sentative to a special meeting
of the Association of
Municipalities of Ontario at
the Royal York Hotel in
Toronto "to review the
impact of thc (Ontario gov-
ernment's) "Who Does
What" initiative and develop
a plan of action."

highest for diesel.

County Health Unit said most
septic systems need to he
replaced about every 15 years
and many systems in Huron
County arc now reaching that
age.
Carnochan said the council
$310. Likewise, installation
permit fees for new septic sys
(ems will increase from $22 to
$295.
Last year the Health Unit
certified about 23(1 systems in
- the county.
The debate at council cen-
tred on whether or not thc
increased fees would encour-
age people not to get their sys-
tems certified, thereby creat=
ing a potential health risk due - has to remember the hudget
implications of paying for
these services and did not
agree with McBurney's
"underground" argument. He
said user fees mean costs will
go up. hut whether people
have to pay 80 per cern or l00
per cent will not change their
decision to hreak the law.
Reeve Mason Bailey of
Blyth agreed with Carnochan.
He said the cost should not be.
placed on the taxpayer's
shoulders and added the

Tuckersmith Township said he
agrees with the Health Unit

this lack of direction is cost-
ing taxpayers money.

Central Huron restructuring
committee. op - which
Seaforth is a member, has so
far spent more than 550.000.
"It feels like a lost invest-
ment," she said.
Seaforth wants the county
to become involved in •
restructuring.
At last Tuesday night's
meeting, council supported
the recent notice of motion
circulated by the Central
Huron restructuring commit-
tee that the county hire a con-
sultant and form a committee
with municipal representation
to study county -wide, single
and two-tier restructuring
possibilities.
A second notice of motion,
that the towns of Clinton and
Seaforth and the townships of
McKillop And Hullett com-
mence restructuring meetings
to be known as the East
Huron Group. and that the
Central Huron committee
(which is made up of these
four municipalities plus the
town and township of
Goderich along with
