The Huron Expositor, 1997-12-17, Page 5Cost of OPP contracts increase for both Seaforth, Clinton continued from page one election to council in Imqvcrnher. Right now Bob Dinsmore is one-half of the local PSB, and deputy -reeve Bill Teal!, council's official representa- tive, makes up the rest. So the new police boss will he in place before Seaforth's PSB next meets. regardless. Teal! said at last week's council meeting he had noth- ing whatever against Sgt. Holmes, but was "concerned with the process" and Seaforth setting the wrong_ precedent. He said it felt like council has no input and was being put in the position of being asked to approve what was in effect more an "edict." Council passed the motion to approve the appointment of Sgt. Holmes, subject to the approval of the PSB which next meets Jan. 15. Council also agreed our police service hoard should have "mutual discussion" with the Clinton hoard on contract policing issues," and approved adver- tising for the vacant local police board position. Staff. Sgt Baldwin said per- haps the police boards of the two towns could work out certain things so "both bene- fit." The Goderich commander said one -tier policing of regional scope is now possi- ble because of municipal restructuring. "I believe there are substan- tial swings for the ra:epaycrs of Huron County in it," he said. Most towns in Huron County, including Seaforth and Clinton, had their own police forces until a few years ago. The OPP now ser- vices them by contract. Cost savings was biggest selling point of the switch. Staff Sgt. McInnes also had responsibilities at the Exeter detachment of the OPP, and its head Sgt. Brad Saddler, has assisted with the Seaforth-Clinton contracts. With Sgt Holmes replacing Staff Sgt. McInnes, we are going hack to the way before Don came in," Goderich commander Baldwin told council.. like when Sgt. Frank Young was in charge of OPP policing for Seaforth and Clinton. Superintendent questions winter road system conuntled trorn page one The town and county cut a deal and now share winter road maintenance responsi- bilities. such as plowing Highway ?t through town. Most municipalities in Huron County have done likewise with their "connect- ing links." Forest says just he county plows have pushed their reg- ular shit an hour forward does not mean Huron's roads will he less sate around mid- night. The plows will still he working when need he after shift. he says. and beyond that will still he taken care of with overtime. Seaforth is now the "turn- around' :or two provincial plows, one from the Clinton direction and the other from Stratford way. Sgt. Johnson sass Forest's concerns were forwarded to him. He spent two days researching the system with an eye to streamlining it after the police force was officially notified of restructuring , and the shift in respective respon- sibilities amongst the various levels of government. It ended up a bit of a "runaround," the OPP traffic facilitator says, and the MTC remains adamant that the existing protocol be followed and they he called, and not lose their place in the road - closure pecking order. Sgt. Johnson says public safety remains the OPP's biggest concern in all this, and the common sense of individuals in winter storm situations is more important than any system. However Huron County is "notorious" for keeping barri- cades up too long, he says, which stems from the same problem that Seaforth's works superintendent sees. The OPP officer agrees direct phone calls between the Huron detachment and Paving remains `on stream' for now Seatorth 1Vorks superin- tendent John Forrest told council last week that the paving of Main Street is "still on stream for 1998." However.'he added. he thinks it Huron County has to do some fiscal chopping the Seaforth job might he one of tint projects to go, and then become "high pri- ority" the next year. Seaforth Main Street is really Huron County Road 12. The town first officially asked to have it repaved seven years ago. Forrest said the project was at one time set for this past summer. but was delayed because sanitary sewer work had to be done beforehand. Tax write-offs At the first regular meet- ing of its inaugural term last Tuesday night. Seaforth Council approved 1997 tax write-offs of 521.352. Of this total, $10.901.86 was tax revenue lost because the Canadian Tire outlet on Main Street closed down. municipal road officials would speed things up and he less confusing When road -closed signs remain up and the public can see that the weather's now fine, it affects the "credibili- ty" of those barricades, the police sergeant says. You can be charged for dri- ving past barricades and closed on closed highways. The OPP reminds people not to call them for road or weather reports in the winter. In an ideal world, police would he the logical one to call. he says, but the detach- ment just doesn't have the personnel. Such calls can jam OPP's communications the sys- tem. or delay response times in emergencies. "It's using human resources in the wrong way," Sgt. Johnson says. Hullett wants reduced charges Hullett Council appointed Eric Anderson to the hoard of Seaforth Community Hospital when it met Dec. 1. Council also approved let- ters heing sent to both the Seaforth and Clinton fire boards. asking for reduced charges for a couple of alarms in the township. At its previous meeting. Nov. 18. Hullett approved an agreement with McKillop Township "for winter mainte- nance of the townline from Huron County Road 17 south, to Conc. 6/7 in exchange for McKillop main- taining Conc. 4/5 in Hullett. from Huron County Road 15 east to the Hullett/McKillop townline." Council also passed a motion at that meeting that if "Hullett ever restructures, the people who donated items to 4 the new office he given the opportunity to reclaim them." Council also refused per- mission for J.W. Leppington to hunt at Conc. 2, part Lot 13 in the township. MISSING A black and red fridge cart from McGrath Plumbing and Heating Egmondville.
