County zero -based budget

Although County Council
had directed thc cotfnty's
administration to begin a zero -
based budgeting process in
Novemllcr 1996 and had to
repeat the order in Fchruary.
the administration. still pleads
ignorance of any such instruc-
tion.
Last Thursday at Huron
County Council. Reeve Tom
Cunningham of Hullett
Township wanted to know
why.
Cunningham wanted to
know why the county staff
thinks it has the right to "dis-
regard- thS directions of the
county's elected representa-
tives.
County clerk -administrator
Lyn Murray' responded to the
question by saying it was her
understanding the direction
given by council in February
had been to begin the zero-
hased budget process once the
province had provided infor-
mation regarding the cost of
downloaded services to
municipalities. She said the
provincial information has not
been provided. and as such.
she has mit reported hack to
council regarding a terri-
hased budget for 1998.
A 'zero based' hudgct
would require the county to
look at each of its programs
and decide whether or not
they arc needed. Essentially.
the county hudgct would he
built from a hast of zero dol-
lars. and then. as the county
justifies each dollar it plans to
spend. the hudgct would grow.
Rcevc Bill Vanstonc of
Colborne Township disagreed
with Murray's interpretation
of the councils Fchruary
orders. He said he was one Of
the councillors who made the
motion for a zero-hased hud-
gct and it did not include any
waiting time.
At thc Feb. 6 meeting. sev-
eral councillors raised objec-
tions the county had not initi-
ated a 'zero-hased' hudgct
process as directed by council
Nov. 28. 1996.
At thc time. Godcrich
Reeve Bill Clifford described
the heated discussion as "the
hashing of department heads."
After the debate. council
'directed the administration to
immediately start the zero -
based budgetary process and
the administration was told to
have the zero -based budget
information ready for thc
September meeting of council.
In view of Vanstone's com-
ment's. Murray said she
would look into the matter
further and bring it forward at
the Administration. Finance
and Personnel Committee
meeting on Dec. 11.
