mulled cider and cookies were later available inside, as was Santa Claus for the children.
Declining rural population led to clustering parishes

Parish has been getting wider
in the past four years, with
-expenditures going up.the
fastest.
In 1996 operating expendi-
tures were $83,706 against
receipts of $74.992.
The respective comparable
figures for 1995 he presented
in chart form were $83,310
($71,4'70); 1994 - $83,046
($81,750); and 1993 -
$85,213 ($83,447).
The numbers reflect a
"financial problem," thc busi-
ness administrator comment-
ed, but one that was not nec-
essarily "grave."

in the structure of the Roman
Catholic Church since 1993,
stemming from a diocesan
report that noted population
decline in rural areas and a
shortfall of priests. which has
led to a greater emphasis on
the policy of clustering
parishes. They also reported
that about two-thirds of the
current church buildings
within the diocese are more
than 50 years old.

Claessens, current chair of
the parish council, also gave
an overview of the history of
the faith in St. Columhan,
and some of the challenges it
has withstood in its 165
years.
Tension was evident in the
question and answer period
that followed "the facts" and
various presentations, with
the sentiment that St.
Columhan must come togeth-
er most evident. at the very

CONCERNING A PROPOSED OFFICIAL PLAN
AMENDMENT AFFECTING T'I IE TOWNSHIP OF
TUC KERSM ITI i
TAKE NOTICE that the Council of the Corporation of the County of
Huron will hold a public meeting on Tuesday, December 16, 1997 at
8:00 p.m. in the Township of TLckersmilh Municipal Office in Vanastra
to consider a proposed Official Plan Amendment under Section 17 of the
Planning Act.
The proposed official plan amendment would amend Section 5. 3. 1. 4.
(surplus severance policies( in the Township of Tuckersmilh Secondary
Plan by the replacement of Section 5. 3. 1. 4.iii.
The amendment would replace the existing section 5. 3, 1. 4.114 which
states as follows: '77rnt there has been no other residence or has been no
previous separation in the original lot as described in Registered flan 1 of
Tuckersmith Township.
The replacement policy would state as follows:
'That there has been no previous legal severance in the subject property
since 1970.-
T is amendment is being considered to address recent situations where
surplus residences have riot been eligible for severance due to previous
historical separation from the original lot: these separations may have
occurred many years prior to severances being issued by the County
((9701. In these situations. old school. cemetery or historic settlement
lots made the severance of a surplus agricultural residence not In
conformity with the plan policy. This amendment is Intended to address
those situations. This would apply to all lands designated 'Agriculture"
in the Township of Tuckersmlth.
ANY PERSON may attend the public meeting and/or make written or
verbal representation either in support or opposition to the proposed
official plan amendment. Written submissions may be forwarded to J.A.
Murray (address below).
If a person or public body files a notice of appeal of a decision In respect
of the proposed official plan amendment to the Ontario Municipal Board
and does not make oral submissions at a public meeting or does not
make written submissions before the proposed official plan amendment
Is adopted. the Ontario Municipal Hoard may dismiss all or part of the
appeal.
ADDITIONAL INFORMATION Including the proposed official plan
amendment and background material Is available for Inspection during
regular office hours at the office of the Huron County Planning and
Development Department. Court House Square. Goderich. between 8:30
and 4:30 p.m. Information Is also available at the Tuckersmilh
Township office.

The Huron County Board of Education
WHEREAS the Huron County Board of Education has been
constrained by legislative and contractual obligations during the
political days of protest, and:
WHEREAS all Huron County leachers have returned to the
classroom in a voluntary manner:
BE IT RESOLVED THAT:
The I luron County Board of Education. while it can not condone the
recent withdrawal of service by our teachers. RECOGNIZFS•Ihc
commitment of the teaching staff to public education and their
sacrifice. through job action. 10 inform the public about the contents
of Bill 160.
BE IT ALSO RESOLVED THAT:
The Huron County Board of Education ASK the community. through
publication of this resolution in the print media serving Huron
County. 10 consider the consequences of Section 257.45 of the Act
as follows and which. in its application. will restrain response by the
duly elected trustees of the new District School Boards. its officers
and employee groups to any appeals from the community pertaining
to the disposition of community schools and the education of our
children that arc contrary to the staled direction of the Minister of
Education and Training:
( I) Where a hoard fails to comply with any order. direction or
decision of the Minister under this Division. the Minister may. on
the notice, if any. that he or she considers appropriate. do or
order done all things necessary for compliance with the order.
direction or decision. and may exercise all the powers of the
hoard for the purpose, under its name.
(2) the hoard and each of its member officers and employees shall
comply with the orders. directions and decision of the Minister
in any matter relating to the administration of the affairs of the
hoard and any such person who knowingly fails to comply with
any such order. direction or decision, or who, as a mcmhcr of the
hoard. votes contrary to such an order. direction or decision is
guilty of an offence.
(3) If a hoard that is subject to an order made under subsection
257.31(2) or (3) applies any of its funds otherwise than as
ordered or authorized by the Minister, thc members of the hoard
who voted for the application arc:
a) jointly and severally liable for the amount so ajlplicd.
which amount may he recovered in a court of competent
jurisdiction: and
h) disqualified for five years from holding any office for
which elections arc held under the Municipal Election
Action. 1996 or under this Act.
(4) The Minister may dismiss from office any officer or cmploycc of
a board who fails to carry out any order. direction or decision of
the Minister.
