Case being
handled by London
crown attorney
CONTINUED from page 1
Since the trial, Child Find
has issued a new poster of
Mistie acknowledging sight-
ings of the girl in London and
Toronto after the date she dis-
appeared from Goderich.
In the trial, several other
witnesses had testified they
saw Mistie in Clinton and
London after May 31, 1995.
Robert and Robin Maness
make their first court appear-
ance on Dec. 1 at 9 a.m.
The 18 -year-old woman
appears in court on Dec. 11 at
10 a.m.
This case is being handled
by Geoff Beasley, a London
crown attorney, replacing
Huron County Crown
Attomey Bob Morris.
Marc Garson, the London
regional director of crown
operations, said, after review-
ing the case, they thought is
was appropriate for another
crown attorney to handle the
new, but related matter.
He said it's not "a startling
issue" to have a different
crown attorney handle the
case and that it is part of their
procedures to assign someone
new.
Phase two against
Bill 160 planned
A press release from the
Ontario Teacher's federation
notes more than 450 teachers,
members of four unions, met
at Central Huron Secondary
School last Tuesday night to
"plan phase two of their
action plan" against the
implementation of Bill 160.

All but one thinks county fee structure too high

the new fee schedule comes
from.
The most recent provincial
grant amounted to about
$140,000.
Davidson told council that
all but one of the 17 respons-
es from Huron municipalities
the committee had received
so far thought the fee struc-
ture was jpo high.

responsibility of the county,
and three thought it should be
left to their local building
inspectors.

The Huron County planner
said the changes affect rural
areas more than urban, partic-
ularly in regards to septic
systems. He agreed with
deputy -reeve William Teall
that "in effect, urban centres
are subsidizing rural develop-
ment," but said the restructur-
ing/downsizing changes work
two ways and with social
housing, for instance, it will
be rural "subsidizing" urban.
For reducing local educa-
tion taxes by half, the
province has given municipal
ratepayers such new respon-
sibilities.
In any case, Davidson said
the changes boil down to
Huron County municipalities
having to find from $10 -mil-
lion to $11 -million in six
weeks, by either raising taxes
or cutting services.
By eliminating grants the
province is effectively forc-
ing municipalities to amalga-
mate, he said.
Davidson also noted munic-
ipalities that might go bank-
rupt after Jan..1 will--default-
to the county now.
03'u -hell' and''the county
planner agreed a fee schedule
such as the one circulated
will simply result in work
going "underground."
The proposed new fees arc
almost identical to actual
costs on the schedule from
the planning and develop-
ment committee. The new
fees (with current fees in
brackets) arc:
