during Monday's 'meeting
stating !they would make
whatever noise they had to to
get the province's attontiem
regarding their ,proposed
funding .for the period
between Jan. 1 and Aug. 31,
1998.
Paul Carrell, .director of
education, stated that the
problem lies with the
Ministry of Education's pre-
liminary information about
the cedaulatitms required for
'stub' year funding for the
portion of 1998 avhich pro-
ceeds the ,implementation al
,the new funding model] laid
out in Sill il6O.
He noted that revenue cal-
culations will tie based on 62
per •Dent of ] 997 a crating
grants and property takes plus
miscellaneous rrvenue from
other sources.

The result of an 318,000
roads study failed to impress
members of Huron County

CSL Infrastructure
Management was hired in July
to study the occu my roads sys-
tem and present cost-saving
options_ On Oct. 2, CSL con-
sultant Hans Muntz presented
the findings of the study and
recommended the county pri-
vatize its toad system and hire
a company like CSL to coor-
dinate servicing_
Several members of county
council were not pleased.
Reeve Brian McBurney of
Turnberry Township accused
Muntz and his company of
carpet bagging" in an attempt
so take advantage of the pre-
sent uncertainties surrounding
provincial funding. He said
the suggestion to privatize
toad service may by a good
idea for some plates, but'flit-
ly predicted it would not work .
in Huron County.
Muntz said privatizing
could save the county as much
as $3.g -million. but Reeve
Mason Bailey of Blyth said
the projected savings rely on
assumptions which do not
zwl y to Htunn County.
He said the savings assume'
the county will have no prob-
lems'settling the severance
claims of laid -off employees.

He said the savings also
assume lower tier municipali-
ties will never become more

Carnochan said the report
"distorts" the true cost of
municipal road management,
and in that sense, the savings
of Muutz's privatized system
will not he there as indicated.

Under the current system,
the county, towns and town-
ships spend about 120 -million
each year to maintain the
2.833 kilometres of road and
404 bridges in the county.
Munoz considered four
options of road ananage nen(
for the ooswly, three of which
offer potential savings.
The first option would keep
the road system as it is and
allow the county and murn i-
palities to manage their own
roads but would result in no
savings.
The second option would •
have local municipalities
assume responsibility for the
county roa4S wathen their
municipality and eliminate the
county road system. This
