teach classes like physical
education, computer related
courses and guidance pro-
grams.
"it will certainly lower the
quality of education," he stat-
ed. "(Teachers) are highly
trained individuals."
Clarke added that the pro-
posed cuts to teachers' prepa-
ration time is also a big issue
since it, along with other
changes, would result in a
reduction of teachers across
the province. For example, he
stated that from Central
Huron Secondary School's
current staff of 40, about four
teachers would lose their jobs
if this legislation becomes
law.
• And Clarke isn't the only
one predicting cuts.to prepa-
ration time adding up to a loss
of teaching staff. Marshall
Jarvis, president of the
Ontario English Catholic
Teachers' Association. stated
in a press release that pro-
posed targets of a 50 per cent
cut to prep time means the
loss of about 10.000 teachers
province -wide.
"Look at high school teach-
ers' preparation time. That cut
plus reduced education fund-
ing adds up to fewer teachers
in our high schools," Jarvis
stated. "Fewer teachers
means bigger classes and
fewer program opportunities
in our schools. And that
means fewer learning oppor-
tunities for our students."
Aima Westlake, president
of the Huron Womens
Teachers' Federation, also
voiced concerns about losing
the current quality of educa-
tion and working conditions
that the teachers have fought
for through collective bar-
gaining.
"These conditions have
been earned and won through
the years," she stated. "Now
we see these collective bar-
gaining rights being totally
eroded, or placed in the hands
of the govemment."
Still, despite the unions'
reactions, Johns defends the
government's actions. The
MPP stated in a press release
that the introduction of the
Education Quality
Improvement Act is another
step towards providing stu-
dents with the highest quality
education in Canada in the
most cost effective manner.
The release continued, not-
ing that "the bill would sup-
port a reformed education
system that would be better
managed, more accountable
to parents and taxpayers, and
would improve student
achievements through limit-
ing class size and increasing
the amount of time students
spend with their teachers."
